Professional experience

• 7 years of professional experience in the renewable energy and/or e mobility sector.

• 5 years of demonstrated experience working with private companies, banks and/or microfinance institutions (MFIs) on clean energy/e mobility projects, including pipe-line development, deal structuring or partner management.

• Experience in or with international organisations (e.g., development partners, DFIs) for a minimum of 3 years is an advantage.

• Proven track record in developing bankable business plans and investment cases, with strong understanding of investor requirements, due diligence processes and the startup/SME ecosystem.

Other knowledge, skills and competencies

• Outstanding verbal and written communication skills in English and Bangla;

• Excellent command of MS Office (Word, Excel, PowerPoint) and proficiency with web based tools and collaboration platforms.

• Good working knowledge of modern telecommunication/IT systems and comfort with data-driven analysis and reporting.

• Strong team player with the ability to work under pressure, manage multiple priorities and deliver to deadlines.

• Strong interpersonal skills, stakeholder management and facilitation abilities.

• Ability to work effectively in an intercultural, multidisciplinary environment, with demonstrated gender and inclusion sensitivity.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ in Bangladesh is currently seeking applications for the position of Advisor- Energy from candidates under ‘Transition to sustainable e-mobility (Trans2SMo)’ project. The aim of the project is to promote innovative solutions for climate protection and energy efficiency in the transport sector, with a focus on optimizing rapid, self-sustaining electrification.

Contract Duration: Till December 2027 (with possibility of one year extension)

A. Responsibilities

• Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

• Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

• Advise supervisor on all tasks when implementing GIZ rules and regulations.

• Advise supervisor in the field of project planning, steering and monitoring.

• Independently implement goals and requirements set by the line manager.

• Make decisions which have a short-term effect within a limited project area/ unit.

• Assist supervisor to identify day to day problem and suggest appropriate solution

The position holder is responsible for the following tasks:

B. Tasks

• Establish strong relationships with ministries and regulators relevant to e-mobility (e.g., MoRTB, BRTA, MoInd, LGD, Power Division, BERC) and support them in developing national e-mobility policies and roadmaps, including targets for electrification of two-/three-wheelers, buses, and government fleets

• Support implementation of Bangladesh’s NDC transport targets through the development of an e-mobility policy roadmap aligned with Power Sector Master Plan, National Renewable Energy Development Strategy (2026–2030) etc.

• Conduct regulatory-gap and policy-coherence analysis across the transport, power, industry, environment and local-government sectors, identifying conflicting mandates, missing regulations and implementation bottlenecks, and proposing sequenced reforms with clear institutional responsibilities.

• Support the development of coherent regulatory framework for EVs and charging infrastructure: definitions, type-approval, and tariff structures

• Undertake regulatory impact assessment before major policy changes, including fiscal cost, electricity-system impact, consumer affordability, industrial competitiveness etc.

• Create an e-mobility data and monitoring framework, linking vehicle-registration data, charger locations/utilisation, electricity consumption, battery information

• Process advisory services to coordinate the energy and transport sectors

• Advisory services to government authorities on the development of guidelines and standards, private-sector promotion, and end-of-life management of vehicles and batteries

• Coordinate charging infrastructure policy and planning with distribution utilities (DESCO, DPDC, NESCO) and city authorities

• Support circular economy and battery management policies

• Preparation of studies on sustainable e-mobility with local government authorities

• Support the development and delivery of sustainable mobility education and training programmes including academic curricula and capacity building for teaching staff.

• Develop policy briefs, option papers, and cabinet notes specific to Bangladesh’s transport and energy sector, including cost-benefit and distributional impact analyses to inform decisions
