Professional experience

• 10 years of professional experience, including 5–7 years in the energy sector, preferably focusing on sustainable energy solutions or e-mobility.

• 5 years of demonstrated experience in personnel and team leadership.

• Experience of managing multicultural, and heterogeneous teams is an advantage, ideally with work experience in South Asian region

• Solid knowledge of contract/commissioning management professional experience in managing bilateral and/or regional projects

• Experience in cooperating within demanding and complex multi-stakeholder constellations (ministries, regulatory authorities, business associations, vocational schools, etc.)

• Experience in the acquisition and implementation of (EU) co-financing.

Other knowledge, additional competences

• Ability to think and act strategically and analytically, with quick comprehension and a focus on the essentials

• Deep understanding of the needs for project implementation in the field,

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ in Bangladesh is currently seeking applications for the position of “Project Leader” from candidates under ‘Transition to sustainable e-mobility (Trans2SMo)’ project. The aim of the project is to promote innovative solutions for climate protection and energy efficiency in the transport sector, with a focus on optimizing rapid, self-sustaining electrification.

Contract Duration: Till December 2027 (with possibility of one year extension)

A. Responsibilities

The position holder is responsible for:

• Overall management and coordination of related field in line with GIZ rules and regulation

• Represent GIZ to stakeholders and ensure that GIZ values, principles are upheld

• Independently managing the components in accordance with project goals and requirements

• Providing professional advice to partners and cooperating with important stakeholders

• Advise supervisor on all task when implementing GIZ rules and regulation

• Responsible to make decisions which have a long-term effect within a limited project area/ unit

• Ensure innovation and knowledge management is adequate within the project and communicate innovations to a broad target group

• Disciplinary supervisory responsibility and management of a team

The position holder is responsible for the following tasks:

B. Tasks

Core Tasks

• Establish strong relationships with ministries and regulators relevant to e-mobility (e.g., MoRTB, BRTA, MoInd, LGD, Power Division, BERC) and support them in developing national e-mobility policies and roadmaps, including targets for electrification of two/three-wheelers, buses, and government fleets

• Coordinate with the counter parts the support of the implementation of Bangladesh’s NDC transport targets through the development of an e-mobility policy roadmap aligned with Power Sector Master Plan, National Renewable Energy Development Strategy (2026–2030) etc.

• Support the development of coherent regulatory framework for EVs and charging: definitions and type-approval; tariff structures

• Process advisory services to coordinate the energy and transport sectors

• Contributes to the budget allocation and expenditure planning and follows up the expenditure to activities

• Oversee and coordinate the advisory services to government authorities on the development of guidelines and standards, private-sector promotion, and end-of-life management of vehicles and batteries

• Oversee the preparation of studies on sustainable e-mobility with local government authorities

• Oversee and coordinate the development of concepts to better integrate the needs of women and disadvantaged groups into public transport with BRTA.

• Oversee and coordinate the further development of academic training programmes on sustainable mobility with BUET (interdisciplinary programme)

• Oversee and coordinate the development of modules for vocational education and training on sustainable mobility with relevant institutions

• Training in sustainable e-mobility with industry associations for company personnel

• Oversee, coordinate and contribute the development of financing and regulatory models to improve the economic viability of electric public transport with government authorities and companies

• Pilot testing e-mobility solutions with transport operators and government authorities, e.g. e-vehicle sharing, shuttle services, low-emission zones, mobility hubs, and last-mile integration

• Advisory services to government authorities on the development of guidelines and standards, private-sector promotion, and end-of-life management of vehicles and batteries, use of digital tools and innovations to improve public transport service quality (e.g. e-ticketing, e-rickshaw booking app, including women-only vehicles)

• Development of standardization proposals based on lessons learned from the pilot projects by local expert committees
