Job Responsibilities:
∎ The Project Director will be responsible for UNHCR-supported health and Nutrition projects in GK for the Rohingya refugees in Cox's Bazar and Bashan Char. The primary responsibility is ensuring the quality implementation of project activities and governance of financial, HR, and administrative affairs. The Project Director will coordinate with the funding agency and others to represent GK as appropriate. Monitoring visits to camp health facilities are required to ensure that project implementation is consistent with the Project Partnership Agreement (PPA), partner suggestions, and government decisions.
∎ Major responsibilities:
∎ Maintain regular communications with GK HQ and UNHCR regarding program strategy, fundraising, and program operations at Cox's Bazar and Bhashan Char.
∎ Represent GK-UNHCR in the ISCG of Humanitarian system in Cox’s Bazar, especially in Health Education, Child Protection, GBV, and other relevant sectors.
∎ Maintain liaison with external stakeholders e.g., govt., private and international and national organizations, and humanitarian actors to promote and brand the organization and its work in the humanitarian response in Cox's Bazar and Bhashan Char.
∎ Designing of quality project proposal in coordination with the GK HQ Resource Mobilization Team, aligning GK-UNHCR priorities with donor needs.
∎ Guides and assists the project coordinator and other members of the senior management team to develop an effective detailed implementation plan and providing weekly monitoring.
∎ Lead and oversee and support the development of effective project implementation and operational plans. In case of revision of the plan, implement the revised plan with the approval of the relevant authorities of GK and UNHCR as appropriate.
∎ Leads the development of direct reports and team members by identifying and addressing appropriate skills development needs and fostering opportunities for individual growth.
∎ Ensure that child protection is central to all projects and work with the Gender Mainstreaming Coordinator to address the need for gender equality in each project.
∎ Direct and coordinate the design of humanitarian programs/projects, and funding proposals ensuring that project strategies align with the strategic direction of the GK-UNHCR in terms of programmatic areas, Target Group/Age, Coverage, and Partnering.
∎ Oversees and supports project teams and partners in financial planning within budget.
∎ Promote a culture of accountability and ensure that organizational resources are used in the most cost-effective way.
∎ Works closely with HR on staff recruitment, performance management, staff development, and the development of documents necessary for the proper management of staff.
∎ Maintain regular communication with existing donors and ensure timely and quality reports are submitted.
∎ Maintain liaison with UN Agencies, humanitarian actors, donors, like-minded organizations, alliances, government networks, and other non-governmental and civil society organizations to maintain the image of GK-UNHCR.
∎ Maintain close coordination with RRRC, CIC, DC, and other relevant government offices for ensuring compliance and approvals.
∎ Equip the team with the capacity to work with Finance and partners to track partner financial activities and guide partners accordingly.
∎ Special Note:
∎ # Carry out any additional assignment in accordance with her/his position entrusted by the management of GK from time to time and mutually agreed upon;
∎ # This position has possibility of extension depending on availability of funding and performance.
Additional Requirements:
∎ Age 40 to 55 years
∎ Minimum 4 years experience managing humanitarian projects, especially health service delivery projects for Rohingya refugees with international funding.
∎ Demonstrated ability in resource mobilization in health or any other emergencies is preferred.
∎ Demonstrated ability to effectively manage and develop programs and/or operations in fluid high-pressure environments is preferred.
∎ Leadership and team management skills are essential including conflict management skills.
∎ Prior success managing in an emergency environment and/or start-up environment as part of a team.
∎ Strong communication skills, including the ability to deliver presentations to professionals and donors.
∎ Proven writing and editing skills with strong IT skills, including the ability to effectively write and edit grant proposals and reports.
∎ Effective people and program management skills in acute emergency situations: the ability to train, direct and manage personnel productively in stressful circumstances.
∎ Be flexible and focused, reliable in an environment of changing demands.
∎ Advantageous multilingual skills - with priority over English, Bengali, and local Chittagonian languages.
