∎ The incumbent shall be responsible to lead the overall counseling activities implementation of the PWID Project of CARE Bangladesh. Being responsible person the PDO-Counseling has to uptake planned monitoring and supervision visit all CDIC/DIC for effective and quality implementation of counselling program. S/he has to give special focus on Oral Substitution Therapy (OST) program (Methadone Maintenance) operating under comprehensive Drop -In-Centre (CDIC). She will also be responsible for providing guidance to Counsellors and Sub-Assistant Medical Officers (SACMO) regarding Pre and Post-test HTS counselling for ART, OST enrollment, detox patient selection and routine counseling. He/she will work for capacity building of the relevant DIC staffs on counseling, motivation and effective communication with PWIDs and their family members. He/ she will also be responsible for supervising behavioral and psychological data collection and documentation as designed for the C-DIC. The incumbent will make field visit and home visit of HIV positive clients & OST clients as per need and direction of the intervention. She will be responsible for reporting and documentation regarding counselling. She will provide direction regarding different psychiatry referral. S/he will ensure programmatic & functional coordination and consultation with the relevant Project Development Officer (PDO) and Senior Technical Officer (STO). The PDO-Counsellor will work under direct supervision of Technical Coordinator - QA/QI of PWID project and also in consultation with Technical Coordinator-Program. The incumbent will generate updated knowledge and good practice of counseling related with drug abuse and HIV/AIDS from internal and external organization and accordingly reflect in program implementation. S/he will maintain necessary coordination, collaboration, networking with CTC, SCI, DNC, NASP, private institutes and other stakeholders as guided by supervisor.
Additional Requirements:
∎ At least 3 - 4 years working experience on drug counseling and HIV/AIDS issue with any at risk population but will give preference on working with People Who Inject Drugs (PWIDs) and vulnerable for HIV/AIDS.
∎ Conceptually sound in planning, designing, implementing, analyzing, monitoring and reporting on the public health field.
∎ Able to work in any challenging situation and with most-at-risk-population like People Who Inject Drugs (PWIDs).
∎ Good communication, coordination, collaboration and networking ability with different organization, Institutes, GoB, I/NGOs and UN agencies.
∎ Strong skills in written and verbal communication in English and Bangla.
∎ Skilled in MS Office software (MS-Word, MS-Excel, MS-PowerPoint, MS-outlook) and Internet use.
