Job Context:
∎ Inclusive livelihood opportunity for Covid-19 affected households in three districts of Bangladesh is a one-year project under Muslim Aid UK, Bangladesh Field Office (MABFO) which aims to equip its technical and vocational institutes with more resources to train community members and help them gain the skill they would require getting into a job. The development of skills can contribute to structural transformation and economic growth by enhancing employability and labor productivity of the community during Covid-19 situation. Investment in a high-quality workforce can create a virtuous cycle, where relevant and quality skills enable productivity growth which result in more and better jobs for the current workforce and more public and private investment in the non-traditional skills. This project will facilitate Muslim Aid Institute of Technology (MAIT) in Jashore, Rangpur, Mirpur and Mohammdpur under MABFO to increase the employability and productivity for both the current and future workforce.
∎ This 12 months project will take the initiative to increase livelihood opportunities for youth and families across 3 districts in Bangladesh, by supporting MAIT in Jashore/Rangpur/Mirpur/Mohammadpur through updating their facilities, delivering 12 livelihood training modules, alongside additional business materials for selected trades, conducting a job fair, supporting beneficiaries with covid-19 materials, conducting a covid-19 impact study on the TVET sector, and providing cash grant to selected families.

Job Responsibilities:
∎ Oversee the overall project “Inclusive Livelihood Project for COVID-19 Affected Households in Three Districts of Bangladesh”
∎ Work closely with the programme team members and MABFO team at all aspects including concept note and proposal writing
∎ Develop detail implementation plan and ensure the project is delivered timely and effectively with high standards, support to develop annual plan, programme strategy and operational plan
∎ Support HR for recruitment of project staffs, supervise staffs including their performance management
∎ Maintain effective coordination with project offices/MAIT for project participant selection, business plan, skill development and develop entrepreneurship
∎ Select 100 vulnerable family from Rainbow Family Programme and others for cash grant support and provided cash grant through MMT
∎ Organize English spoken course and job fair of skilled youth at national level with high participation of public & private sectors
∎ COVID-19 prevention and treatment support to the poorest people of the project
∎ Frequently visit in the project areas and monitor project activities during implementation including reporting
∎ Develop monitoring plan and monitor the progress of all activities
∎ Analyse periodic expenditure (budget Vs actual) of the project activities, produce report and planning for financial tracking
∎ Identify staff training need and ensure need based training for staffs in time
∎ Provide on job training, coaching, mentoring to the project staffs working in the field/project offices
∎ Ensure team sprit among the team members and maintain safeguarding and gender sensitivity
∎ Provide supportive supervision, conduct team meeting regularly and motivate them to achieve the project objective
∎ Manage field operations, budget ensuring all expenditure are done according to approved budget
∎ Relevant policy procedures and compliances of Muslim Aid are read, signed and abide by the project staffs in all steps of project
∎ Lead the procurement process of all items of the project both services/goods and ensured where necessary
∎ Support ensuring all project files, records, archives and databases (documentation, meeting minutes, etc.) are kept in good order and updated when required.
∎ Check and verify all project bill, vouchers and forward to finance department
∎ Effectively coordinate with project offices team members to ensure smooth and effective functions of field office management in all respect
∎ Maintain congenial and comfortable team atmosphere among the project/field offices
∎ Ensure preparation of all periodic reports on implementation progress including financial report.
∎ Ensure organizing monthly/bi-monthly/Quarterly project team coordination meetings and to share the meeting minutes
∎ Liaison and networking with different service provider/stakeholders to ensure job placement of the skilled entrepreneur
∎ Select potential PWD for their skill development training and job placement with supplementary support
∎ Documentation of the best practices and learning from the programme
∎ Finding out advocacy issues and planning advocacy initiatives under the programme.
∎ Participate in all meeting organize by MABFO/project offices/HQ
∎ Ensure project case studies to share with wider audience
∎ Manage baseline, end line survey, video documentary and organize national level workshop
∎ Facilitate effective coordination and joint planning with Muslim Aid team and other relevant stakeholders towards achieving objective and results of the project
∎ Active representation in different government & non-government platform at national /divisional/district level
∎ Support livelihood team in preparing livelihood report monthly, quarterly and annual and also donor reporting with significant contribution of field experience and technical knowhow.
∎ Ensure project visibility and branding

Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ At least 5 Years' experience in programme management/ coordinating technical training interventions among a larger number of training institutes of various sizes and setups.
∎ Experience of managing financial resources and budgets
∎ Good facilitation and presentation skill
∎ Previous experience and technical knowledge on livelihood especially on TVET and emergency cash grant
∎ Experience in project management/ coordinating technical training interventions among a larger number of training institutes of various sizes and Setups.
∎ Has a good network among TVET actors like government agencies, (I) NGOs and training institutes.
∎ Experience in development cooperation with donor agencies and I/NGOs is an advantage.
∎ Strong organizational skills
∎ Self-motivated and detail-oriented
∎ Quick to collaborate and coordinate with team members when necessary
∎ Detail-oriented.
∎ Strong interpersonal skills.

Salary: Tk. 77000 (Monthly)
