Job Responsibilities:
∎ Ensure quality implementation and effective monitoring of the project in target location/s (40%)
∎ Mainly responsible for managing child protection and child development team and all associated activities in Bhasan Char area and acting as the child rights focal person of Islamic Relief in the location.
∎ Assist Project Manager in making project implementation plan (PIP) considering the proposal and local context to achieve goal and objectives.
∎ Responsible to ensure project eminence under supervision of Project Manager.
∎ Assist Project manager in managing the project, oversee budget and carry out the monthly expenditure analysis, prepare reports and requirements of the fund.
∎ Supervising the team in the assessment, coordination, implementation, monitoring, and evaluation of the child development and protection intervention.
∎ Responsible for providing technical support, documentation of all events, program learning, and ensuring logistics requests are raised on time.
∎ Manage and organize Child Learning Centers to be safe and ready for mobilization community around the protection and well-being of children and adolescents.
∎ Support community-led child protection dynamic, enable the community to own and lead prevention for children in their community.
∎ Work closely with adolescent skill development facilitators, Trained Psychosocial workers, and APOs to ensure appropriate services for children through the strengthened referral system.
∎ Liaison with CIC, Site Management, and other actors of the camp to ensure effective implementation of Child Development & Protection Program as Focal.
∎ Providing follow-up support and mentoring to community volunteers, children, and youth, according to needs and project objectives.
∎ Engage in different need assessments, impact evaluation, post-distribution monitoring (PDM), and other planned activities such as various workshops and meetings.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) throughout the project.
∎ Ensure Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Regularly follow up on the project activity, financial status, work progress.
∎ Assist in maintaining strict compliance with donor rules and regulations.
∎ Ensure coordination and cooperation among the team members to uphold the organizational reputation.
∎ Ensure community mobilization and engagement through an effective community engagement plan for all the staff within IR guidelines and compliances.
∎ Monitor the working progress & ensure the quality of project activities, materials & inform project focal / supervisor.
∎ Capacity building initiatives for project participants, key stakeholders, and project staff at the program level (15%)
∎ Prepare Capacity building plan and facilitate training for Adolescent Skill Development Facilitators, Trained Psychosocial Workers, Community Volunteers & project staff.
∎ Support to organize orientation for the newly recruited project staff.
∎ Organize basic skill development training for project participants on different topics i.e. Early Child Development interventions, Child Protection, Adolescent skill development, health & hygiene promotion, etc.
∎ Participate and facilitate weekly and monthly project-related awareness raising and feedback sessions at FDMN & host community level.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Organize training and workshop in different sectors for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving and visibility according to the project need (20%)
∎ Prepare bill & check the bills vouchers.
∎ Assist Project Manager in preparing monthly, quarterly, interim and final narrative reports as per proposal and project need.
∎ Assist Project manager to provide a progress report to the country office and donor.
∎ Assist Project Focal / Supervisor to prepare the financial report of expenditure and update from time to time.
∎ Assist Project Focal / Supervisor to meet the different reporting deadlines.
∎ Update on track System on regular basis.
∎ To ensure organizational visibility in different stages.
∎ Prepare, approve, organize and preserve all project-related documents and ensure sending to Humanitarian Crisis Response Programme within due time.
∎ Assist in archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Share different information to develop the project with the knowledge management team.
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders (20%)
∎ Organize the project inception meeting with different level stakeholders.
∎ Coordinating overall implementation of the program at the field level.
∎ Managing the team at field level on-site and/or remotely depending on access.
∎ Ensure effective networking and coordination with CiC, RRRC, Site Management, Sector Coordinator for FDMN activities.
∎ Ensure appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
∎ Represent Islamic Relief Bangladesh in coordination meetings at RRRC, Upazila, and district levels.
∎ Assist Project Focal / Supervisor to update the 4W matrix on regular basis.
∎ Support to establish and maintain effective intra-camp coordination mechanisms and facilitate participation in inter-camp coordination activities.
∎ Assist in advocacy of IR at Camp and host community level.
∎ Represent IRB and District Advocate for the legitimate needs and rights of the camp population through liaison with Camp Administrator, humanitarian service providers, and other actors.
∎ Coordinate the project to be managed within the agreed time, cost, and quality constraints to enable the delivery of the agreed outputs and/or benefits.
∎ Assist Project Focal / Supervisor to maintain suitable plans, manage the delivery of minimum requirements and/or critical Success factors and effectively manage people (including third parties) and other resources.
∎ Provide support to set up and maintain a camp information management system in line with global Cluster guidelines including sex- and age-disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
∎ Ensure that the displaced are aware of the assistance and services available in the camp and how to access them; distribution points should be accessible and distribution mechanisms should take into consideration groups with specific needs to minimize chances of violence, abuse, and exploitation.
∎ Assist in liaising with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project.
∎ Assist in the development of a camp closure and phase-out strategy in the first phase of the camp response, with the relevant Cluster and the relevant partners and ensure it is adapted to the specific camp context.
∎ Organized lesson learned workshop for further organizational development.
∎ Collect successful project completion letters from relevant authorities.
∎ Other Requirements (5%)
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, inventory, and other essential registers properly and timely in an effective manner.
∎ Support in the procurement of materials like requisition, follow-up, etc.
∎ Take initiatives to ensure the security of project staff and participants during the intervention.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Supervisor.
