Master’s degree on Disaster Management will be added advantage.
A minimum of 5 years of relevant work experience at a manager and above level.
Knowledge of strategic planning processes and theories of CCA/Resilience programming.
Good understanding of systems-based approach.

Experience of coordinating or leading successful national level policy and advocacy initiatives on climate change adaptation and/or disaster resilience
An in-depth understanding of international and Bangladesh’s Climate Change & DRR context.
Good understanding of Bangladesh Climate change and Humanitarian architecture.
Understanding of integrated development issues and critical analysis of CCA, DRR and resilience
Research, analytical, and problem-solving skills

We are seeking a highly motivated and experienced individual to join our team as a Programme Manager of Climate Change Adaptation and Disaster Resilience. In this role, you will be responsible for leading and managing initiatives aimed at developing and delivering a programme strategy, influencing policy and practice, resource mobilization, building partnerships, advocacy, networking and representation to enhance the resilience of vulnerable communities to climate change and disaster impacts. You will work closely with climate change, DRR and other thematic leads both at the headquarters and country level.
Strategy, Program Development and Resource Mobilization-30%
Formulate comprehensive long term CCA/DRR and Resilience programme strategy and guidelines for IRB aligned with the current discourse and a robust theory of change, and tackles challenges in line with IRW`s global strategy.
Lead in developing innovative systems based CCA/Resilience program informed by in depth needs assessment, stakeholder analysis, action research, past learnings and existing best practices.
Identify funding (institutional, philanthropic, others) opportunities, and foster relationships with donors both in-country and outside. Develop donor mapping.
Develop consortiums where necessary or be a part of one as per call for proposals.
Develop high-quality proposals on CCA & Disaster Resilience for submission to potential donors.
Ensure Islamic Relief position as leads/co leads in the various CCA/Resilience platforms in the country.
Ensure humanitarian principles, codes of conduct & quality standards throughout program implementation.
Program Management- 20%
Oversee the implementation of various IRB flagship program/projects on Climate Change Adaptation and Resilience across the country.
Provide technical thematic leadership and supervision to the senior project team towards ensuring high quality impactful project implementation.
Work closely with IRB’s Head of Program and External Relations and Communications Unit to advance key advocacy messages on CCA, resilience. Ensure good institutional visibility and produce various communications products for engaging with relevant stakeholders including donors, Government etc.
Conduct regular monitoring of projects to ensure adequate support for field teams and utilize monitoring and evaluation outcomes to enhance program effectiveness.
Responsible for Managing Program budgets- & ensuring sound financial monitoring/Compliance.
Networking and External Communications and Advocacy- 20%
Consultatively draft and deliver a systems-change based policy and advocacy strategy for IR Bangladesh on climate change adaptation and disaster resilience.
Play a lead role in shaping advocacy priorities on Climate change Adaptation (CCA)/Resilience using effective communication mediums and existing platforms.
Foster and strengthen strategic partnerships with various national & international humanitarian organizations, donors, government entities, media, academia and other relevant stakeholders to advance the defined advocacy agenda on CCA/DRR.
Proactively identify advocacy and research opportunities that link with wider organizational strategic objectives.
Collaborate closely with IRB’s Head of Program and External Relations and Communications Unit to advance key advocacy messages related to resilience in Bangladesh.
Programme Monitoring, Evaluation, Accountability and Learning-15%
Ensure the impact and effectiveness of the department and the programme it leads is evidenced in collaboration with the MEAL Department.
Conduct/facilitate internal/external impact evaluations of projects and formulate appropriate recommendations in collaboration with the Head of Programmes.
Enhance the current learning and best practices to establish and execute a robust monitoring and evaluation system for the project in partnership with the internal MEAL team.
Lead the Program team in adopting innovative approaches to monitor the performance of CCA/Resilience initiatives in the country.
Work along with MEAL and the Head of Programs towards establishing a center of excellence and innovations. Shape the department based on learnings and appreciating evolutions in the sector.
Capacity Building and Technical Support-5%
Develop technical guidance, position papers, and resource materials concerning CCA/DRR & Resilience programming.
Contextualize and roll out Global policies/guidelines across the organization by conducting training sessions.
Provide technical support to different program departments on matters related to Climate Change Adaptation (CCA) and Resilience.
Staff Management & Development-5%
Develop strategic objectives and work plans for the unit in collaboration with team members.
Monitor and review performance regularly, holding staff accountable for meeting the success criteria and improvement goals, providing corrective feedback as needed, and taking decisive action in case of poor performance.
Facilitate staff training and development by identifying training needs, organizing training sessions or coaching, and facilitating the sharing of experience.
