Job Context:
∎ The Program Support Senior Officer is responsible for the Operational needs for the IRC operations in Shamlapur Isolation Center under the direct supervision of Isolation Center operation lead during COVID-19 response. (S)he will support to Isolation Center activities e.g. Admin. Facility, Supply chain, Facility, inventory/assets management, liaison with concerned government authorities and implementation of facility audit action points in Shamlapur, Teknaf and to facilitate IRC’s access to operate. (S)he will work closely with the Operations team based in Ukhiya and Cox`s Bazar.

∎ Line Manager: Isolation Center Operation Lead (COVID-19 Response)
∎ Contract Length: 6 Months
Job Responsibilities:
∎ Supply Chain:
∎ Manage all admin support staffs, outsource service provider staffs (cleaner, security guards and any casual volunteer/ labor).
∎ Manager all office administration tasks with proper coordination with relevant team and departments.
∎ Follow up all maintenance work of the center (i.e. generators, water pump etc.) and make sure workable
∎ Ensure the distribution of the supplies in the Isolation center and the facilities are done according to the distribution plan from the programs.
∎ Assist in the procurements of supplies items as and when necessary.
∎ Support in the maintenance of the office and the utilities in the office and make sure water system, electricity and AC are fixed in case of problem.
∎ Be responsible for tracking and recording all the assets in the Center and document all the assets and their current locations.
∎ Be responsible for the facility audit with the support of the Senior Security Officer and program team.
∎ Ensure all the support staff are appropriately performing his job according to the terms of references and be in position to set performance goal.
∎ Responsible for working on the Center improvement plans for the Isolation Center and make sure the facility space meets the minimum standards.
∎ Staff Supervision & Development:
∎ Provide encouraging mentorship and supervision to direct reports. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the regular check in, annual staff performance management system in operations department.
∎ Promote an open, diverse and participatory work environment.
∎ Lead with dedication, integrity, service and accountability to the “IRC Way” – Global Standards for Professional Conduct.
∎ Directly manage cleaners, cooks, Program Support Senior Officer, office assistant.
∎ Field Management Support:
∎ Assist Facility Operation lead to maintain Isolation center control and efficiency.
∎ Support the Fleet team in fleet Management in Ukhia and Teknaf.
∎ Government Compliance, Liaison/Representation & Coordination:
∎ Assist the DDO, Liaison Manager and SPC in establishing, developing and sustaining a strong relationship with government counterparts to ensure timely approvals for IRC’s access to operate in both Rohingya camps and host community that enables smooth program delivery which is also aligned with GoB rules and regulations for INGOs in Bangladesh.
∎ Staff Safety & Security:
∎ Implement the facility audit action points of all IRC facility on regular interval and take necessary action considering staff safety, security and wellbeing.
Additional Requirements:
∎ Minimum 5 year of experience in Logistic/Operation
∎ Experience of working with UN Agencies or Non-Governmental Organizations
∎ Must willing to work during COVID-19 response. Work from office & field
∎ Candidate who can join immediately will have priority
∎ Very good skills MS Word, Excel, Outlook, Power point
∎ Excellent interpersonal and team skills
∎ Dedications to humanitarian principles and values
∎ Dedications to and understanding of IRC’s aims, values and principles
∎ People who have knowledge in Chittagogian language will get preference
Salary: Negotiable
