Experience:
Master’s in Geography/Statistics/Disaster Management/Development Studies or field relevant to climate science and environment, but the educational qualification of Bachelor's degree or relevant can be considered for highly experienced candidates.
Qualification and Experience:
Ability and willingness to work in stressful situations and travel away from home and stay in the field.
Proven record of successfully coordinating complex relations, including matrix relations of several posts that do not directly report to the candidate.
Strong experience in partner management, field operations, and donor-funded project implementation.
Demonstrated ability in planning, coordination, monitoring, and reporting.
7 to 8 years’ experience in the relevant field focused program in Humanitarian and Resilience activities, preferably in preparedness and adaptation projects
Project implementation in managerial role in various donor’s programs.
Strong analytical and conceptual skills.
Experience in working in anticipatory action related project and GIS is an asset.

CARE Bangladesh is going to implement "The Protocols and Trigger‑based Institutional Systems for Timely Humanitarian & Anticipatory Action (PROTISTHAA)" project funded by DG ECHO, from April 2026 to March 2028, targets high‑risk regions across Bangladesh—specifically the northern flood‑prone districts of Gaibandha, Kurigram, Bogura, Sirajganj, Jamalpur, and Sherpur; the northeastern haor districts of Sunamganj and Sylhet; the coastal cyclone‑exposed belt of Bagerhat, Barguna, Bhola, Patuakhali, Pirojpur, Khulna, and Satkhira; and the *33 Rohingya camps in Cox’s Bazar. Led by CARE Bangladesh with ACF, ACTED, RIMES, and local partners ESDO, Uttaran, and NSS, the consortium project strengthens a nationwide multi‑hazard anticipatory action system by advancing impact‑based forecasting, improving early warning dissemination, and institutionalizing trigger‑based decision protocols. The project also enhances local planning, supports predictable financing through Disaster Management Funds, and builds community preparedness through training and simulations. By operationalizing the forecast–trigger–finance–action chain, the project seeks to reduce loss of life, protect livelihoods, and improve resilience among disaster‑prone populations across Bangladesh. This project highly needs a Consortium MEAL Manager for effective monitoring, documentation, learning and accountibility.
The Program Manager is responsible for providing strategic leadership, coordination, and high‑quality delivery of the PROTISTHAA initiative across all implementing entities. S/he will oversee day‑to‑day management, operational planning, and partnership coordination to ensure effective implementation across flood‑prone and flash‑flood‑prone areas, with strategic and operational linkages to cyclone‑prone districts, as well as in the Rohingya camps in Cox’s Bazar. Working closely with all consortium members, the Program Manager will maintain strong collaboration to ensure harmonised approaches, alignment with the consortium workplan, and adherence to agreed technical methodologies. S/he will guide technical teams, coordinate with government stakeholders at national and sub‑national levels, ensure compliance with donor and organisational requirements, and oversee all reporting obligations. The Program Manager will also lead partner management processes, support quality assurance mechanisms, strengthen MEAL integration, and ensure accountability and timely delivery of all project outputs in line with CARE standards and national regulatory frameworks.
This position will be based at the CARE Bangladesh Dhaka Office (CBDO) and is contingent upon final funding approval.
