∎ Sufficient knowledge on GoB policy relevant to CARE BD operations as it applies to Procurement and align those with organizational procurement policy.
∎ Experience to handle donors’ requirements to procure goods for project implementation.
∎ Strong knowledge of procurement and logistics planning and budgeting.
∎ Experience to manage procurement team and strong ability in team and capacity building.
∎ Excellent negotiation, communication, and relationship management skills.
∎ Knowledge of local and international supply chain regulations and standards.
∎ Strong analytical and problem-solving skills.
∎ Proficiency in supply chain management software and tools.

∎ The Procurement Manager is responsible for leading and coordinating all procurement activities, both local and international, for CARE Bangladesh. This role involves overseeing the Procurement Department, providing technical support to Field Offices, and ensuring compliance with donor, government, and CARE policies. The Procurement Manager will hire, train, and supervise procurement staff, prepare detailed job descriptions, and manage performance to ensure optimal team effectiveness. Key responsibilities include ensuring thorough vendor screening, approving purchase orders within delegated authority, and maintaining cost-efficient procurement practices. Ensure the procurement activities carried out by CARE Bangladesh are efficient, cost-effective, and value for money. Create a plan and best practices for the staff and operation of the supply chain process to guarantee that the organization's overall goals are met. The role requires fostering professional relationships with current and potential vendors, securing a broad supplier base for competitive bidding, and maintaining an approved vendor list for the Country Office. The Procurement Manager will also compile and review annual consolidated forecast plans with program management, coordinate with the Shared Services Center on purchasing modules, and keep senior leadership informed of key economic and business developments. This role also involves managing vendor contracts, overseeing the sealed bid process, and ensuring procurement activities align with CARE’s values of efficiency, transparency, and cost-effectiveness. Promote fruitful cooperation amongst relevant departments, projects, vendors, partners, etc. Make arrangements with the Shared Services Center for the administrative requirements and purchasing module. In addition to establishing the CARE Bangladesh Supply Chain Strategy, evaluate important business and economic concerns with the Head of Supply Chain and collaborate closely with them to support the execution of CARE's Supply Chain Transformation Project.
