Responsibilities & Context:
∎ Strengthen the identity, goodwill and credibility of the UIST:
∎ Develop the Values, Vision, Mission and Goals of the UIST in line with UCEP Bangladesh Values, Vision, Mission and Goals and lead the UIST to achieve these.
∎ Establish necessary partnerships and collaborations with appropriate academic / technical institutions, government, industry / enterprises / private sector agencies, national & international accreditation agencies etc. for relevant assessment, certification and accreditation.
∎ Carry out social mobilization & community awareness campaigns, advocacy events, organize events on national and related international days and other interventions leading to strengthen identity, reputation, credibility and goodwill.
∎ Set high standards in personal, social and academic achievement throughout the UIST community.
∎ Promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ Represent the UIST in various forums with guidance of supervisor.2. Ensure sustainability of the UIST:
∎ Develop a Business Plan with short- and long-term strategic plans, marketing & fundraising strategies, and ensure effective implementation to ensure necessary revenue generation and sustainability of the UIST.
∎ Establish networks and build partnerships with relevant stakeholders to introduce and market the services of UIST and identify new opportunities for fundraising / training and technical support; Ensure necessary communication, marketing, branding, partnership development and fundraising interventions are undertaken for the UIST with guidance from the Strategy, Knowledge Management and Corporate Affairs Department of UCEP Bangladesh.B. Operational: 1. Ensure the effective and efficient management of the UIST and strengthen business processes:
∎ Establish and maintain necessary rapport with the Bangladesh Technical Education Board (BTEB) and other relevant agencies and lead the UIST in accordance with policies and guidelines of BTEB and UCEP Bangladesh.
∎ Ensure timely compliances of BTEB rules and regulation applicable for UIST.
∎ Ensure necessary registrations (as a Registered Training Organization (RTO) and a Recognition of Prior Learning (RPL) Centre) are timely updated / renewed as required.
∎ Proactively seek other national and international accreditations and registrations for institutional growth.
∎ Develop and ensure effective and efficient implementation of an Operational Manual in line with the Government of Bangladesh (GoB) guidelines, UCEP Bangladesh policies and related country laws.
∎ Develop and properly implement Annual Operational Plan for the UIST and Annual Work Plans of all staff.2. Ensure quality assurance of service delivery:·
∎ Ensure necessary teaching learning materials for theoretical, practical and industrial attachments are developed, used and updated as needed including: subject wise syllabus, curriculums, session and lesson plans (in accordance with CBT methodology) and presentations, CBLM for each unit of competency, co-curricular materials, earners record and log books, trainee progress charts etc following BTEB guideline.
∎ Organize market surveys to identify high demand occupations in economic growth sectors and ensure development and implementation of fee-based training packages for learners (youth and adults) and professionals (teachers, instructors, assessors, supervisors, managers etc.).C. People Management :
∎ Recruit, manage, supervise and ensure quality of service delivery of necessary human resources including teachers, resource persons, technical experts, instructors, trainers, assessors and other UIST staff.
∎ Take a leadership role in mentoring, coaching and training of the academic and management staff for achieving high quality of technical education.
∎ Maintain effective communication to keep the staff, students, and parents properly informed.
∎ Provide necessary leadership, mentor, coach, supervise, and manage the UIST staff and students.
∎ Carry out any other tasks assigned by the supervisor.
∎ Nature of Job: Fixed-Term Contractual Staff (Core Position).
∎ Job Location: Chattogram (Ambagan), Dhaka (Jatrabari), Gazipur & Rangpur.
∎ Job Purpose: Take a lead and proactive role to transform the UIST into a Center for Excellence in TVET in Bangladesh in line with UCEP Bangladesh’s values, vision, mission and goals, ensure its effective and efficient management, growth and sustainability.
