Responsibilities & Context:
∎ Direct and manage Rice fortification plant operations, including rice milling, ensuring that all machinery and equipment are maintained and operated efficiently, minimizing downtime, and maximizing rice fortification production capacity.
∎ Develop a management plan for the milling facility, including scheduling, inventory management, and maintenance routines, and establish a system for tracking production outputs and ensuring consistent quality.
∎ Manage the plant operation and the processing of rice fortification, and manage staff, including machine experts, operators, foremen, and volunteers (from the Rohingya population, rotational basis: labourers for fortification machines, rice packaging).
∎ Ensure procurement/receiving of Fortified rice kernel from WFP-approved vendors, along with necessary consumables, packaging materials, and electricity for processing. Management of Fortified Rice Kernel, packaging, manpower, logistics, and handling all the plant management-related issues.
∎ Develop and implement operational policies and procedures to ensure consistent and high-quality output from the plant.
∎ Supervise production processes, Monitor production schedules, and adjust resources as needed to meet daily/weekly/monthly targets and deadlines.
∎ Implement and oversee quality control measures to ensure products (fortified rice) meet standards.
∎ Ensure compliance with all local, national, and international regulations related to production, health, safety, and environmental standards.
∎ Implement and enforce safety protocols and procedures to ensure a safe working environment for all in Bhasan Char.
∎ Ensure availability of locally produced fortified rice, reduction in costs, and delays associated with off-island blending, and the creation of employment opportunities for Rohingyas in milling and related activities.
∎ Implement and manage the project in line with WFP standards, including proper record-keeping and ensuring correct entitlements are delivered to project participants.
∎ Regularly monitor and submit timely reports, including monthly/quarterly activity plans, progress reports, and final project completion reports as per WFP standards.
∎ Ensure technical and support staff are adequately trained and supervised for efficient and effective program delivery.
∎ Lead, motivate, and manage a diverse team of different staff, technicians, labourers, and support staff.
∎ Foster a culture of continuous improvement, encouraging staff development and providing training opportunities, providing additional training on quality control, hygiene standards, and safety protocols, and enhancing skills and knowledge of local machine operators
∎ Prepare and manage reports for regulatory agencies (WFP and IRB) and internal stakeholders.
∎ Prepare a monthly summary report and share it with IRB management before external sharing of reports.
∎ Conduct regular performance reviews and address any issues that arise within the team.
∎ Participate in various personal development training, orientation, and workshops.
∎ Coordinate with relevant stakeholders, including other NGOs, UN agencies, and local authorities, and participate actively in Food Security Sector group meetings.
∎ Develop and execute strategies to improve production efficiency, and reduce costs, Analyze rice fortification production data and key performance indicators (KPIs) to identify areas for improvement and implement corrective actions.
∎ Facilitate connections between the milling facility and local markets, retailers, and consumers. Promote locally milled rice to encourage community support and consumption.
∎ Oversee budgeting, financial forecasting, and cost control measures to ensure the factory operates within its financial targets.
∎ Manage procurement processes, including the sourcing of raw materials (rice and kernel) and negotiation with suppliers.
∎ Monitor inventory levels and coordinate with the supply chain team to ensure timely availability of materials.
∎ Coordinate with external partners, including suppliers and logistics providers, to ensure smooth operations and timely delivery of products (fortified rice).
∎ Address any complaints, feedback, or issues promptly and professionally.
∎ Prepare and submit a plan of the monthly activities to the line manager.
∎ Report back any problems and constraints encountered during the activities and suggest operational solutions.
∎ Support for the Procurement of materials like requisition, quotation collection, etc.
∎ Participate and be involved with seasonal programs.
∎ Ensure visibility of the project.
∎ Support to ensure the complaint response and feedback mechanism at the field level.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
