Experience:
Master’s degree (preferred) or Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Operations Management, Agriculture Economics, Development Studies, or related field from a recognized university. Additional certifications in Supply Chain/Logistics/Project Management (e.g., CIPS, PMP, Lean Six Sigma, Humanitarian Logistics) will be an added advantage.
Position Overview
The Operations Manager (OM) will oversee and manage the day-to-day operational activities of the E-Voucher project across the Ukhiya Kutubpalong camp, including 4 outlets and the central warehouse. The role ensures efficient supply chain management, compliance with WFP requirements, quality control, and smooth coordination with internal teams and external stakeholders.
Key Responsibilities
1. Warehouse Management
Supervise daily warehouse operations, including receiving, storage, stock rotation, and dispatch.
Ensure accurate inventory management through proper documentation and system updates.
Conduct periodic physical stock counts and reconcile with system records.
Maintain hygiene, safety, and security standards at the warehouse.
Ensure timely reporting of stock positions to HQ and WFP.
2. Outlet Management
Oversee operations of 4 outlets within the camp (D-5, KRC, Jadimora, and C-17).
Ensure outlets are adequately stocked and distribution is conducted smoothly.
Monitor outlet staff performance, ensuring compliance with SOPs and customer service standards.
Resolve operational issues promptly, ensuring zero disruption to beneficiaries.
Regularly visit outlets to supervise, support, and provide feedback.
3. Procurement & Supply Chain
Coordinate procurement of goods and supplies as per WFP/organizational standards.
Ensure monthly demand forecast with procurement& supply chain.
Ensure timely delivery commodities from supplier and quality.
Verify procurement documents and ensure transparency in vendor selection.
Flag and address risks related to supply disruptions.
4. Coordination with WFP
Act as the focal point for all operational matters with WFP field staff.
Share regular updates on distribution, stock status, and challenges.
Participate in coordination meetings and joint assessments.
Ensure compliance with WFP guidelines, monitoring requirements, and reporting standards.
Provide WFP with timely incident reports, when necessary.
5. Coordination with HQ
Report operational performance, achievements, and challenges to HQ.
Align field operations with HQ’s strategic and financial guidelines.
Support HQ in audits, compliance checks, and reporting.
Propose operational improvements, cost optimization, and efficiency measures.
Act as a link between field operations and HQ departments (finance, HR, procurement.
6. Team Management & Capacity Building
Supervise and mentor outlet managers, warehouse staff, and support teams.
Provide training on SOPs, compliance, and beneficiary handling.
Ensure staff adhere to workplace safety, accountability, and integrity standards.
Conduct regular staff performance evaluations and recommend improvements.
7. Monitoring & Reporting
Develop daily/weekly/monthly operational reports for HQ and WFP.
Track key performance indicators (KPIs) for warehouse and outlet efficiency.
Support WFP monitoring visits and ensure compliance with feedback.
Maintain accurate documentation for audits and donor reporting.
08. Risk & Security Management
Identify potential risks (stockouts, supply delays, fraud, safety hazards).
Implement risk mitigation plans and emergency response mechanisms.
Ensure staff and asset security protocols are followed.
Report incidents immediately to HQ and WFP focal points.
