∎ 03 years of experience working in the field of security, safety, and occupational health. Security experience in a humanitarian/refugee context is preferred.
∎ Previous experience working in complex and volatile contexts.
∎ Experience communicating and liaising with a variety of interlocutors, including law enforcement agencies, military organizations, UN agencies, coordination mechanisms, I/NGOs, and local administration.
∎ Diplomacy/negotiation skills.
∎ Familiarity and knowledge of the Rohingya Refugee context.
∎ Knowledge about security-related actors and information sources in the Cox’s Bazar Area.
∎ Excellent English language skills, both speaking and writing.
∎ Fluency in Bengali; Chittagonian & local language skills desirable.
∎ Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, Outlook, and GIS mapping.
∎ Previous experience working with documents that require verification and control.
∎ Ability to manage and prioritize a varied workload in a rapidly changing work environment.

Responsibilities & Context:
∎ Oversee and coordinate security and access efforts within the NGO Platform, ensuring effective collaboration and information sharing among members, including during emergencies.
∎ Provide strategic advisory ass to NGOP members to enhance their operations and security measures.
∎ Act as part of the NGOP secretariat, providing security and access information and guidance to the steering committee as appropriate.
∎ Liaise closely with the ISCG to contribute to inter-agency discussions around humanitarian access, safety, and security.
∎ Assist ISCG in ensuring timely information flows during emergency events, including elections, context changes, and natural hazards.
∎ Guide NGOP members to develop emergency response plans and protocols.
∎ Verify and disseminate critical HSS information to NGOP members in a timely and accurate manner.
∎ Maintain regular dialogue with national and international NGO partners on operational barriers and ensure up-to-date records of member incidents and responses, and comprehensive documentation.
∎ Provide regular updates on security statistics, humanitarian access, and context to members and assist in the development of actionable recommendations to maintain humanitarian access and service delivery.
∎ Ensure regular and solid coordination with other security mechanisms in the response e.g. INGO-NGO Security Coordination Group, Access Working Group, ISCG team, and UNDSS.
∎ Act as the main point of contact for external NGOP communications with entities such as NSI, SB, Police, and APBN.
∎ Represent NGOP at different meetings and working groups as applicable.
∎ Foster and maintain strong relationships with external partners to ensure effective communication and coordination.
∎ Map out existing training programmes available to members e.g. open source, through UNDSS, coordinate requests, and facilitate access for members to the training.
∎ Design and guide delivery of training programmes to enhance the Health, Safety, and Security capacity of NGOP members.
∎ Conduct regular assessments of training needs and adjust programmes accordingly to address identified gaps.
∎ Assist/guide members with the insight, development, and roll-out of organizational policies and procedures related to health, safety, and security.
∎ Monitor and evaluate the effectiveness of health, safety, and security strategies and initiatives, making recommendations for strategic and programmatic improvements.
∎ Our Ideal Candidate: The NGO Platform (NGOP) Humanitarian Access Coordinator will oversee the coordination efforts of the NGO Platform, providing essential advisory assistance to all members. The coordinator will be accountable for managing the verification and dissemination of information, handling external communications with key entities, and overseeing training and organizational health, safety, and security-related capacity development. S/He will ensure approved emergency information during critical events such as elections, changes in the context, natural hazards, and more are shared in a timely manner. The coordinator will play a key role in analyzing trends in the response and contributing to inter-agency discussions on programmatic strategies to improve access to humanitarian services.

∎ An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
