Job Context:
∎ Country Learning Hub Partners for Immunization Equity in Bangladesh
∎ We are seeking qualified candidates in Bangladesh for the position of Monitoring, Learning and Evaluation (MLE) Director for the anticipated Gavi Country Learning Hub Partners for Immunization Equity in Bangladesh.
∎ The Country Learning Hub activity aims to provide systematic and robust monitoring and learning for interventions by working in conjunction with the government, local academic institutions, and civil society organizations in order to maximize data use and learning. The specific objectives of the learning hub is to: 1) generate and synthesize learning on the barriers to children being reached to influence programme planning and tailored approaches to identify and reach zero-dose children and missed communities; 2) strengthen the evidence base of effective approaches to identify and reach zero-dose children and missed communities by understanding what works, should be scaled up, and what does not work and to do so in a timely, iterative manner; and 3) improve metrics, measures, and methods to access and use data on a regular basis to improve reaching zero-dose children and missed communities.
∎ Availability of the position is contingent upon successful award of the project to FHI Solutions.
∎ Overview:
∎ The MLE Director will lead the design and implementation of a robust MLE agenda for the learning hub. S/he will develop research protocols for studies that use mixed methods for data collection, and s/he will oversee the quality of data collection, analysis and synthesis. Where available, the MLE Director will identify and use existing data sources to inform project plans and learning questions. S/he will establish a monitoring system to track project progress and enables the project team to take corrective actions where needed.

Job Responsibilities:
∎ Design, in collaboration with the project director, a robust learning strategy to address Gavi learning objectives to improve the reach of immunization with zero dose children and missed communities, and document good practices and learnings from past and ongoing experience
∎ Lead development of research protocols that use qualitative and quantitative methods, including defining the research methodology, developing data collection instruments, and obtaining ethical clearance
∎ Facilitate collaboration with government, local institutions, research partners and development partners to identify, synthesize and diffuse best practices
∎ Design, operationalize and maintain innovative monitoring and learning systems leveraging innovations in systems strengthening, surveillance/targeting and behavioral science, including data collection and analysis methods, indicators, tools and dashboards
∎ Oversee data collection activities, including introducing the use of technology to support data collection where feasible
∎ Facilitate data review meetings internally and externally to review progress against targets
∎ Present research findings at technical working groups, government meetings, technical forums and other stakeholder events
∎ Collaborate with project team members to translate research findings into knowledge products and programmatic guidelines, including presentations, technical briefs and job aids
∎ Synthesize learnings from varied data sources to inform project activities

∎ Excellent ability to frame innovative concepts and translate them into operationally feasible approaches
∎ Excellent written and oral communication skills
∎ Minimum ten years of experience implementing MLE systems for donor-funded programs
∎ Demonstrated abilities in qualitative and quantitative methodologies, data collection instrument design and statistical analysis
∎ Experience communicating research findings to diverse stakeholders
∎ Experience working with immunization data and/or immunization programming a plus
∎ Excellent communication (written and oral), analytical, organization and interpersonal skills
