Job Context:
∎ The overall purpose of the Monitoring, Evaluation and Research Manager will be to plan, design, conduct, manage and report on high-quality research for the Pop Up Project. The position holder will be charged with taking the lead in managing and delivering research components, from scoping through to methodology and report writing, including managing and developing all stakeholder relationships.

∎ Reporting to:Senior Innovation Manager, Education
∎ Contract Length: March 31,2020 (with possibility of extension subject to availability of funding, program needs and performance of the incumbent)

Job Responsibilities:
∎ Take the lead on the day to day management of a range of research components within the project
∎ Deliver a wide range of research techniques including fieldwork such as in-person interviews using focus groups, key informants & other participatory approaches, , literature reviews and data analysis;
∎ Develop research and monitoring plans for the pilot in line with research agenda, and collaborate with the team to finalize the plans (frameworks, log frame etc.)
∎ Manage junior research staff including research assistants, enumerators etc. as necessary to achieve project objectives.
∎ Produce insightful research reports and advice to support data driven decision-making;
∎ Develop tools, measures and localize and test them for implementation during the pilot,
∎ Hire, train and supervise team of enumerators to run baseline, end-line and monitoring activities
∎ Document learning in a clear and actionable way, maintain program dashboards,
∎ Supervise data collection, and data management (collect, clean and conduct analysis)
∎ Provide quality assurance support for the project.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Minimum five (5) years of international experience within the development / humanitarian sector, at least 2 of which are in managing or conducting research.
∎ Previous experience in the education sector.
∎ Experience in quantitative and/or qualitative methodologies and research techniques
∎ Excellent database, data management and data analysis skills, with experience using at least 2 software applications such as Microsoft Excel, Access, SPSS, STATA;
∎ Demonstrated ability to train and build capacity of others;
∎ Excellent organizational and program management experience, staff work plans and field monitoring of data collection.
∎ Proven experience in monitoring and evaluation.
∎ Excellent leadership, communication, facilitation, interpersonal and coordination skills.
∎ Organisation skills, including time management and the ability to work under pressure and to deadlines
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve.
∎ Previous experience with electronic/mobile data collection and management tools (KoBo, Magpi, CommCare,).

Salary: Negotiable
