∎ The Monitoring Evaluation Accountability & Learning Officer will be responsible for monitoring outputs and tracking activities for the assigned sector or program of CARE strategy, S/he will work under direct supervision of Senior MEAL Officer (WASH & SMSD) as well as dotted relation with Program/Sector Lead. The incumbent will be responsible for overall M&E and learning needs and will come up with findings based on real data to show performance of the program. The incumbent will play role in promoting of key learnings for the improvement of the project and for wider leaning of the organization.

Job Responsibilities:
∎ Responsibility # 1: Monitoring & Evaluation
∎ Collect and record output data to keep track of project activities according to logical framework and other framework put by donor.
∎ Check quality of data collection at field level with CARE staff, volunteers and partners (output level).
∎ Support and train CARE staff, volunteers and partners to use quantitative data collection tools (output level).
∎ Contribute to tracking projects and program/sector progress by updating the IPTT (Indicator Progress Tracking Table) and Sector Dashboard each month in preparation for the monthly meeting.
∎ Participate in regular monitoring on the technical quality of sectoral interventions to ensure that interventions are implemented in line with (and monitored and evaluated against) CARE's Humanitarian Accountability Framework, including: The Core Humanitarian Standard, Sphere Standards for WASH, shelter, NFIs and livelihoods, Minimum standards in gender (including the Shelter and WASH minimum commitments).
∎ Provide support to Senior MEAL Officer (logistics, data collection, data entry) to conduct various MEAL activities.
∎ Regular Field visit to conduct various MEAL activities like Spot Monitoring, qualitative and quantitative data collection.
∎ Attend regular Meeting in field.

Additional Requirements:
∎ 3 to 4 years' experiences in relevant field having relevant job responsibilities.
∎ Understanding of WASH and Site Management and Site Development sector
∎ Professional skill's on data analysis and visualization software (SPSS, Power BI), competent in use of mobile based data collection tools (Kobo, ODK), knowledge on GIS and basic mapping skills.
∎ Understanding of the context of Rohinya Refugee crisis and experience to work in Cox's Bazar would be an advantage.
∎ Excellent verbal and written language skills in both English and Bengali.
∎ Computer skills, including knowledge of relevant software e.g. Microsoft Office.
