Job Context:
∎ Khulna Mukti Seba Sangstha (KMSS) is a Bangladeshi development organization has been working in the public health sector for last 22 years and currently implementing different projects in 7 districts.
∎ As a partner of a large consortium led by Concern Worldwide (CW), KMSS is going to implement a new health programme titled “Essential Healthcare for the Disadvantaged in Bangladesh” funded by UK aid from the UK government. The programme aims to increase access to quality essential healthcare for the disadvantaged including people with disabilities in both urban and rural areas of the remote and underserved areas of Khulna, Bagerhat and Satkhira districts.
∎ The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible to implement a functional MEAL system at field level. He/she provides support to the programmes and operations departments in designing, monitoring and evaluating the project interventions. Moreover, he/she works with the direct supervisor in the coordination and/or the implementation of projects` baselines and evaluations, as well as the implementation of standardized MEAL processes and tools for all sectors at field level.
∎ Reportable to: Project Team Leader.
∎ Duty Station: Khulna with frequent travel to the Project Areas.

Job Responsibilities:
∎ Support the PTL as requested in overall MEAL system set-up, in development of logframe, budgeting for MEAL activities, MEAL narrative plan, etc.
∎ Develop project specific MEAL frameworks in coordination with project staff
∎ Develop methodology, sampling, and tools for outcome and process monitoring studies including pre-posttests, pre, mid and end line studies, FGDs, KIIs, etc.
∎ Plan, lead and oversee the implementation of outcome monitoring studies for grants such as midline and end line studies, pre-post tests, FGDs, KIIs, etc. (coordinate, follow up, and review the outcome monitoring methodology, tools and reports for grants
∎ Lead project specific evaluations and baselines at field level
∎ Ensure Sex, Age, Disability Disaggregated Data
∎ Implement field level tasks for outcome and process monitoring of grants, including pre-posttests midline and end line studies, FGDs, KIIs, etc. (training of casual workers, planning field data collection, coordination of data collection, supervising, facilitating, coding tools, developing datasets, data cleaning, analysis, reporting).
∎ Implement field level tasks for the Outcome Assessment (training casual workers, ensuring quality of data collection through supervision, data cleaning)
∎ Responsible for the coordination of projects' baselines and evaluation studies (coordination at field level, beneficiaries and partners/stakeholders if externally led and methodology, development of tools, data collection, and cleaning if internally led)
∎ Provide support in training project staff and partners on reporting requirements, output level monitoring and conduct regular training for staff on data collection and data entry for pre-post tests
∎ Update the team with accurate data on a monthly basis and key findings are shared with management at the program review meetings
∎ Conduct project site visits regularly and monitor implementation on a regular basis for quality standards through scheduled visits, data quality audits, spot checks...
∎ Ensure that critical MEAL findings and recommendations are discussed and addressed by management
∎ Co-lead lessons learned events for projects with PTL and other technical staff (preparation, facilitation and report writing)
∎ Implement any potential research studies at field level (data collection, cleaning)
∎ Complete Horizon tasks relevant to assigned projects (uploading MEAL plans and monitoring data) - (requirement by the consortium at PIU)
∎ Attend internal and external meetings relevant to assigned projects
∎ Attend internal and external training, workshops, events, etc.
∎ Manage and follow up on project related matters for casual workers and conduct performance agreement and review with direct supervisor (PTL)

Additional Requirements:
∎ Minimum seven years (7) of experience in working in a development NGO with a focus on MEAL processes.
∎ Working experience in monitoring and evaluation of health programme is essential
∎ Experience in design and implementation of MEAL systems, including qualitative and quantitative approaches to baselines, monitoring and evaluations is required
∎ Good working knowledge of statistical packages (SPSS, Excel, etc.) is required
∎ Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data management
∎ Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations
∎ Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus
∎ Demonstrated experience in data processing and management of large scale surveys;
∎ Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them
∎ Information dissemination skills is required
∎ Good knowledge of and experience with public health issues, guidelines and principles.
∎ Knowledge and experience in implementing of either public health care or social protection programme is an added advantage
∎ Ability to work effectively under pressure
∎ Organization, planning, and time management skills
∎ Detailed oriented and able to verify data quality
∎ Stays open to internal and external feedback
∎ Good contextual knowledge of local (Bangladeshi) community and social/cultural constraints, realities and organizational relationships
∎ Ability to understand, explain and contextualize MEAL tools
∎ High level communications skills
∎ Ability to build positive relationships in a cross cultural environment
∎ Excellent written English, with fluency in speaking English
∎ Ability to write very good quality reports in English is required
∎ The position requires ability to attend and participate in capacity building opportunities, trainings and meetings locally and internationally as required by the organization
∎ The position requires 80% of the time to be field-based and 20% at office level
∎ Position requires willingness and ability to continue to function during a crisis, including during any emergency response to a manmade or natural disaster.
∎ The position requires availability and willingness to work outside regular office hours occasionally.
∎ Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must.

Salary:
∎ BDT 72,671 (including Bonus)
