Job Context:
∎ The main purpose of this position is to ensure Monitoring, Evaluation, Accountability and Learning (MEAL) activities for DFID funded Education project for Rohingya children in camp. This role must familiarize him/herself with the program components, activities, and donor reporting requirements. The MEAL officer will review and consolidate data from multiple indicators and will be responsible for providing necessary reports through the MEAL system to technical coordinators, Sr. Managers, and others who review data.
∎ The MEAL officer will maintain the mobile data collection system, adding and amending forms as required. The MEAL officer will consolidate data on indicators into one database. As needed, He/She will organize and coordinate assessments by training surveyors, enumerators and/or data entry clerks. This role will report directly to the Accountability Coordinator and Health Coordinator.

Job Responsibilities:
∎ Ensure quality data collection for monitoring and evaluation purpose.
∎ Contribute data on indicators into proposals and reports to donors
∎ Consolidate data from multiple tools, sectors, donors into one centralized database
∎ Generate reports for sector teams, flagging under-performing indicators or program quality issues
∎ Generate internal reports, including a narrative and charts/graphs, to display feedback from all mechanisms.
∎ Work with technical coordinators, mangers and facility in-charge to develop surveys, tools, templates to support data collection (paper-based tools and mobile data collection tools)
∎ Ensure that program staff are collecting and reporting on the required/all indicators in a timely manner (according to the M&E framework)
∎ Lead focus group discussions, as needed and as appropriate, with service providers, beneficiaries, and others.
∎ Carry out site visits to program activities to ensure that data collection tools are being used correctly.
∎ Ensuring program staff are recording and capturing feedback data in a timely manner and are using the collection tools appropriately.
∎ Train and supervise contract data enumerators, data entry clerks, or surveyors, as needed.
∎ Provide MEAL orientations and training to non-M&E staff on data collection tools, MEAL basics, and mobile data collection tools (tablets and phones).
∎ Identify and report on evidence based best practices and learning.
∎ Ensure MEAL activities for DFID funded Education project.
∎ Ensure all types of data collection; analysis and report writing.
∎ Identify and showcase of best practices and project success
∎ Ensure indicator’s tracking, reporting and necessary guidance for improvement.
Additional Requirements:
∎ Both males and females are allowed to apply
∎ Written and spoken fluency in Bangla, Chittagong and English
∎ Advanced Excel and Microsoft Word abilities
∎ Experience with or interest in mobile data collection (Kobo, Compare, ODK)
∎ Attention to detail
∎ Experienced in data management software will be highly appreciated
