Job Context:
∎ The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for Nutrition Sector will be based in Teknaf office to ensure the quality of the response operation through effective M&E system development and implementation including process monitoring, data quality assurance, support baseline and evaluations, outcome studies, compile lessons learnt collaboratively with Nutrition Sector and other relevant stakeholders. The MEAL Officer must use sector-approved monitoring tools and to develop and update major MEAL document such as MEP, ITT as well as share MEAL monthly report. Additionally, the Officer must capacitate the field and MEAL staff to develop an action plan and continuously collect lessons learning for adaptive project management. The MEAL Officer will ensure MEAL process and products are in line with World Vision, Donor and Partners MEAL guideline, policy and standards.
∎ Finally, S/he will ensure quality assurance of every projects under Nutrition Sector from MEAL perspective.
Job Responsibilities:
∎ To lead the development of project / sectoral M&E system, framework, processes and products and ensure alignment and compliance with WV, donors and partners effectively and efficiently for strengthening M&E System and function.
∎ To lead in developing and establishing effective M&E system including community led monitoring for the project.
∎ To take responsibility for coordination and leadership for monitoring, evaluation, and learning of the nutrition sector through ensuring effective use of data in decision-making initiatives from the lessons learned;
∎ To provide leadership and manage baseline and evaluation internally as well externally as appropriate.
∎ To conduct regular analysis of monitoring data and reports of project and inform management and relevant stakeholders for taking effective decision making.
∎ Oversee and execute a utilization -focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project's impact on target populations.
∎ Coordinate with WV and sub-grantees technical staff on regular monitoring thru quality and output monitoring and annual surveys (if requires) to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ To capture best practices for project Knowledge Management.
∎ To conduct data auditing for ensuring quality of data to produce quality of M&E products.
∎ To ensure effective information management system and ready to provide one stop services;
Additional Requirements:
∎ Minimum 5 years of experience working in nutrition (IYCFe, CMAM, CMAMI) and M&E fields or similar field in NGO or INGO with special focus on grant project monitoring and evaluation in development context and humanitarian / emergency context
∎ Must be a trained nutritionist with experience working in emergency and development sectors
∎ Understanding of M&E System and sound knowledge and skill in developing and establishing effective M&E system at project level
∎ Knowledge of various emergency nutrition and development sectors and familiar with the Nutrition sector reporting systems and tools.
∎ Health and Nutrition Survey design, implementation, analysis and report writing
∎ Competent in the use of Microsoft Office computer programs
∎ Database / MIS development and management
∎ Skill in communicating with stakeholders, especially partner and donors.
∎ Training and Facilitation skills
∎ Proven report writing skills
∎ Have clear understanding on Nutrition Sector
∎ Fluency in Rohingya language
∎ Good time management and organizational skills
∎ Good analytical skill
∎ Creativity and innovation
∎ At least 3 years' experience in Leadership/ management position.
