Experience:
Master’s degree or Bachelor’s in Social Science, Development Studies, Statistics, or a related field.
Working Experience: 3–5 years of experience in monitoring and evaluation, preferably in the NGO sector. Working experience in the CHT context and having local language proficiency will be given priority.
Technical Skills: Proficiency in data analysis software (e.g., Excel, SPSS, STATA) and mobile data collection tools (e.g., ODK, ONA/KoboToolbox).
Soft Skills: Pro-Active, Result Oriented, Strong analytical, communication, and report-writing skills.
Additional Skills:
Skilled in programme planning, coordination, representation, and staff management.
Good at report writing and poses good analytical skill to apply strategic and innovative approach
Highly versatile personal with ability to work well under pressure and to deal with a variety of issues at the same time.
Excellent interpersonal and cross-cultural skill.
Knowledge: Sound knowledge on CHT political, environmental, and social context, nutrition, livelihood and WASH situation and challenges especially in his/her district and upazilas.

Job Context:
TAHZINDONG is a non-profit and non-government voluntary development organization aims to ensure the environmental and Socio-economic development. The organization started its journey in 2001. TAHZINGDONG strives to empower the most disadvantage, marginalized and vulnerable people in CHT through alternative development process of the people as well as ensure the sustainable development of community and society.
The organization plans to implement a project aiming to contribute to Access to and Utilization of Lifesaving Services by Marginalized Communities, disadvantage groups in Bandarban Hill district. TAHZINGDONG is inviting applications to fill the 8 positions for the aforesaid project to be implemented through the partnership with Helen Keller Intl. The appointment to these positions will be made subject to the final approval project.
Job Summary
The MEAL Officer will support the implementation of the project’s Monitoring, Evaluation, Accountability, and Learning (MEAL) system to ensure the effective tracking of results, learning, and accountability across the project “Access to and Utilization of Lifesaving Services by Marginalized Communities in Chittagong Hill Tracts in Bangladesh” activities.
Reporting to the MEAL Coordinator, the incumbent will be responsible for supporting data collection, management, analysis, reporting, and feedback mechanisms from project sites. The role requires strong collaboration with program and partner staff to ensure quality data, adaptive learning, and compliance with Helen Keller Intl’s MEAL standards.
Key Tasks and Responsibilities
Monitoring and Data Management
Support the implementation of the project’s MEAL framework and Performance Monitoring Plan (PMP);
Ensure timely and accurate data collection using approved tools and formats across all interventions — nutrition, WASH, and livelihoods;
Conduct regular field monitoring visits to verify data quality and ensure adherence to data collection protocols;
Maintain databases and support data entry, cleaning, validation, and consolidation from district and partner offices;
Support geo-tagging, beneficiary registration, and tracking of project reach (e.g., 121,768 screened children, 13,000 with safe water access);
Prepare monthly and quarterly monitoring summaries for program review.
Evaluation and Learning;
Assist in conducting baseline, midline, and endline surveys and special assessments;
Support qualitative data collection (FGDs, KIIs, case studies) to capture learning and human-interest stories;
Document and share lessons learned, success stories, and best practices to inform adaptive management;
Contribute to learning reviews, data visualization, and presentations for internal and external stakeholders;
Accountability
Support establishment and maintenance of community feedback and response mechanisms (CFRM);
Track and document complaints, feedback, and responses to ensure accountability to affected populations;
Work with community groups and partner staff to promote transparency and participation in program activities;
Ensure gender and inclusion considerations in all MEAL processes;
Partner Coordination and Capacity Strengthening
Support capacity-building initiatives for field and partner staff on data collection, indicator tracking, and reporting;
Coordinate with implementing and technical partners to ensure consistent MEAL system application and data harmonization;
Provide hands-on mentoring to field-level data collectors and partner M&E focal persons;
Contribute to joint monitoring visits and partner review meetings led by the MEAL Coordinator;
Reporting and Documentation
Assist in preparing high-quality monthly, quarterly, and annual MEAL reports;
Ensure timely submission of partner-level data and consolidation into project-level reporting formats;
Support the MEAL Coordinator in data visualization (dashboards, charts, infographics) for project management and donor reporting;
Ensure systematic documentation and archiving of MEAL records and evidence;
