Job Context:
∎ The M&E Officer will provide leadership and technical support to the establishment of data collection, analysis systems and establish Beneficiary accountability systems. The Protection Rule of Law (PRoL) team will be establishing for protection monitoring system. The M&E Officer will be supervised by The Protection Information Management (PIM) Manager. The M&E officer will manage and build the capacity of two information management officers, as well as closely liaise with Quality Assurance and Program teams. S/he will help in the development and Manage data collection systems, support with analysis and generate findings; and build, based on feedback from the PRoL team, and a protection information management data collection system.

Job Responsibilities:
∎ PROGRAM MANAGEMENT AND DEVELOPMENT:
∎ Oversee the information management activities of for PRoL programming, namely for protection monitoring, referrals including data collection and analysis, reporting and beneficiary/indicator tracking;
∎ Manage database and tools using an online platform (CommCare) with input and support from the PRoL team, and liaise with VPRU IM Specialist;
∎ Develop and train staff on the use of data collection tools for protection monitoring purposes. these tools may be developed on Kobo or/and ODK software;
∎ Support the Senior Protection Manager and Protection Managers to analyze the quantitative and qualitative data collected by the protection monitoring teams;
∎ Supervise the tracking of disaggregated information on beneficiary numbers and indicators over time from data received from programs; follow-up as needed to ensure data is accurate and complete;
∎ Develops guidelines regarding information management, ensuring data security and protections are in place;
∎ Review datasets for deficiencies or errors, correcting any incompatibilities if possible, for improved data quality;
∎ Review the received information/data to make sure the received information is accurate/timely and consistent.
∎ RESEARCH, LEARNING AND ANALYSIS:
∎ Support the PRoL Sr. Manager to develop and implement regular monitoring and evaluation activities for the protection program;
∎ Collaborate with program teams to discuss, analyze and interpret findings of the protection monitoring activities;
∎ Analyze qualitative and quantitative data for the purpose of internal and external reporting;
∎ Ensures quality information management including beneficiary count in coordination with the PRoL coordinator and the MEAL team;
∎ Design and develop tools and systems to carry out the program monitoring plans and protection monitoring, as well as a comprehensive yet user friendly program-wide database for each program.
∎ BENEFICIARY ACCOUNTABILITY:
∎ Work with the program team to implement a system of confidential feedback from beneficiaries of the program at health facilities and in communities.
∎ Enter de-identified data into a beneficiary tracking tool. Highlight trends on a quarterly basis.
Additional Requirements:
∎ Age at least 24 years
∎ Both males and females are allowed to apply
∎ At least 3 years NGO experience .
∎ Experience with descriptive data analysis and/or data management
∎ Experience with business intelligence and analytic tools such as ONA or Kobo
∎ Experience developing case management databases in a humanitarian context. Ideally support in adapting CommCare or Primero
∎ Experience using ArcGIS is desired
∎ Able to think critically about data and information, triangulating and cross-checking data when needed and with minimal guidance
∎ Self-directed and able to work independently
∎ Excellent visual design sense regarding clear and accurate presentation of data
∎ Very good analytical and reporting skills with attention to detail
∎ Excellent organizational and time management skills and ability to meet strict deadlines
∎ Good interpersonal skills and ability to work as part of a team, as well as independently
∎ Excellent analytical, writing skills and fluency in English
∎ Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively including meeting strict deadlines
∎ Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to manage transitions and change
∎ A deep understanding about humanitarian and data protection principles
∎ Statistics, data analysis, data-driven computation are all relevant areas of study or experience
Salary: Tk. 56000 - 61000 (Monthly)
