Job Context:
∎ AIDS/STD Control Program (ASP) invites applications from suitable candidates for the position of Microbiologist with AIDS/STD Control Program funded by Global Fund. The appointment will be made on Contractual Service Agreement basis for 10 months which is renewable depending on performance and availability of funds. The position will report to Line Director (TB-L and ASP).
∎ Posting location: ASP Headquarter (Dhaka)

Job Responsibilities:
∎ Introduce and scale up of new technologies for the diagnosis and treatment of HIV including HIV testing using RDT, Self-testing, HCV, STI, V/L through gene-xpert and other new multiplex technologies;
∎ Review equipment maintenance processes and schedules and provide recommendations on actions to improve them;
∎ Support capacity building at the national and local levels in the management of laboratory services, the extension of new technologies, laboratory data management system, quality assurance and diagnostics operated by government and NGOs/ private sectors;
∎ Provide technical assistance and capacity building support to technical staff for the expansion of quality laboratory services, in particular to improve access to laboratory diagnosis and follow-up through HIV testing, viral load testing, CD4 testing, early infant diagnosis and TB gene xpert test to support the provision of quality integrated HIV services in facilities of health;
∎ Conduct technical monitoring and supervision visits to districts, HTS/ ART centers, prison health centres, DICs, PHC of FDMN camp and regions and provide timely feedback to all laboratory focal points;
∎ Establish referral / quality assurance laboratory in consultation with department of virology, BSMMU and national reference laboratory of DGHS;
∎ Participate in laboratory technical working groups, ART technical group meeting and carry forward the decisions to implement related to laboratory services;
∎ Set a standard laboratory indicators and relevant reporting templates for the implementers;
∎ Identify the gaps of the laboratory services and take necessary initiative to address these needs;
∎ Explore opportunities for improvement of HIV and TB diagnostic networks in coordination with National Tuberculosis Programme (NTP);
∎ Ensure sample transport, quality assessment, and improvement processes;
∎ Ensure that all the SOPs related to HIV/ STI programme including HTS guideline, ART, Viral load optimization plan and others are implementing accordingly;
∎ Take initiatives of development or adopt SoP and guideline as per need;
∎ Assist PSM team in determine the quantification of HIV / STI related lab equipment, reagents/ cartridge, etc.
∎ perform as a controller of EQA;
∎ Support supply chain management systems and procedures used for the laboratory network;
∎ Prepare standard specifications and recommend. Identify related challenges that could be overcome with appropriate intervention to ensure the continued availability of equipment, reagents, laboratory tools and consumables;
∎ Oversee the overall laboratory activities of mobile vans/ satellite clinics along with FDMN camp based facility.

Additional Requirements:
∎ Proven ability to act as a technical expert for new technologies laboratory community;
∎ Ability to work in a complex project implementation environment, with multiple tasks, short lead times and intense performance pressure;
∎ Proven experience in coaching and supervising the strengthening of laboratory services and training in quality improvement approaches;
∎ Good knowledge of the use of data to improve laboratory programs, particularly with respect to LMIS reporting and functionality;
∎ Excellent facilitation, team building and coordination skills;
∎ Strong programming, management, technical and critical thinking skills to facilitate program implementation;
∎ Excellent analytical, communication, presentation and report writing skills;
∎ Knowledge of strengthening laboratories to achieve international quality standards, in particular in relation to ISO 15189 and/or SLMTA/SLIPTA or country standards.
∎ At least three (3) years of experience working on projects related to Microbiology or Virology and strengthening diagnostic networks/laboratories.

Salary:
∎ 124,080/ -(consolidated) per month inclusive of house rent and conveyance allowances. No other benefit is admissible.
