Educational Requirements:
∎ Prospective candidates should have a Master’s Degree in Management or other related subject.
Experience Requirements:
∎ At least 2 year(s)
Job Responsibilities:
∎ Assist the project head with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
∎ Assist enumerator to collect data inside or outside camp market and conduct onsite and PDM and any other assessment
∎ Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
∎ Responsible for supporting the preparation and review of program reports in collaboration with program staff.
∎ Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
∎ Oversee work of enumerator and consultant and day to day supervision of enumerator and supported staff
∎ Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.
∎ Design and manage gender-disaggregated beneficiary monitoring and database systems.
∎ To take responsibility for coordination and leadership for monitoring, evaluation, accountability and learning of the project through ensuring effective use of data in decision-making initiatives from the lessons learned;
∎ To provide leadership and manage baseline and evaluation and any types study internally as well externally as appropriate.
∎ To conduct regular analysis of monitoring data and reports of project and inform management and relevant stakeholders for taking effective decision making.
∎ Oversee and execute a utilization -focused approach to M&E collecting performance indicators to support on-going decision-making, strategic project modification and understanding of the project's impact on target populations.
∎ Coordinate with WV and sub-grantees technical staff on regular monitoring thru quality and output monitoring and annual surveys (if requires) to collect data on outcome indicators based on a representative statistical sample of program participants.
∎ To capture best practices for project Knowledge Management.
∎ To lead in conducting study/research and bring innovation in program design and monitoring
∎ To conduct data auditing for ensuring quality of data to produce quality of MEAL products.
∎ To provide feedback in development of effective structure, practices and policies to strengthen MEAL capacity of project staff as well partners.
∎ To ensure effective information management system and ready to provide one stop services;
∎ To work closely with other team members of Cox's Bazar Special Zone, cross-sectoral team and other relevant departments especially MEAL and GAM to perform M&E related activities
Additional Requirements:
∎ Must have knowledge and skills of project implementation
∎ Familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, Core Humanitarian standards
∎ Oral and written communication skills in English and Bengali
∎ Ability to work in a team
∎ Work under pressure and can take additional responsibilities
∎ Intermediate level of computer literacy using of Microsoft Office Microsoft Word, Excel, MS Power Point, SPSS & other database program.
∎ Proven skill in quantitative and report writing
∎ Experience in Managing Voucher based Commodity Distribution and Management in Relief / Refugee / Emergency context is an added advantage.
∎ Candidates should also have at least 2-3 years’ previous experience in a related field.
∎ 100% field based work / field visit
