Efforts for Rural Advancement (ERA) is non-profit organization, which is registered under the NGO Affairs Bureau of Bangladesh. With support from Malteser International and the German Federal Foreign Office, ERA is participating in a consortium to implement the localization program “ToGETHER - Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response.” We are seeking a highly skilled MEAL and Documentation Officer for the ToGETHER program, which runs from October 1, 2024, to April 30, 2027.
Job Summary
The MEAL & Documentation Officer manages information and reporting processes to ensure professional, high-quality communication in this organization`s activities and results. The MEAL & Documentation Officer also plays an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization. MEAL & Documentation Officer are also responsible for full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. The MEAL and Documentation Officer for the ToGETHER program will support the implementation of the project’s MEAL framework, ensuring timely data collection, analysis, and reporting on project impact. This role will involve close collaboration with project teams, local humanitarian partners, and stakeholders to track project progress and inform data-driven adjustments for continuous improvement.

Job Responsibilities:
Monitoring and Evaluation System Development:
Assist in designing and implementing the MEAL framework aligned with the ToGETHER Program’s objectives and indicators.
Develop data collection tools and methodologies for tracking project outcomes related to Core Humanitarian Standard (CHS) and Triple Nexus.
Assist to develop the Terms of Reference (TOR) for external surveys and consultant recruitment, selection and learning initiatives.
Data Collection and Analysis:
Oversee the data collection process for key project activities, such as community meetings, workshops, and training sessions.
Conduct field visits to ensure accurate and consistent data gathering across all four districts in Sunamganj, Sylhet, Moulvibazar and Habiganj.
Perform data cleaning, entry, and analysis to track progress against project targets.
Reporting and Documentation:
Prepare regular MEAL reports for internal and external stakeholders, detailing project progress, outcomes, and any deviations from the planned objectives.
Collaborate with the Project Coordinator to integrate MEAL findings into monthly and quarterly project reports.
Document lessons learned, success stories, and challenges encountered during project implementation.
Quality Assurance and Data Validation:
Conduct regular data quality checks to ensure the reliability and accuracy of collected data.
Guide project team members and local humanitarian partners on best practices for data collection and reporting.
Implement corrective measures for any data discrepancies, ensuring data integrity across all MEAL activities.
Learning and Knowledge Sharing:
Facilitate knowledge-sharing sessions and workshops for the project team to discuss insights, lessons learned, and opportunities for improvement.
Encourage a culture of learning within the project team, promoting data-driven decision-making and continuous adaptation.
Develop learning briefs and visual reports to communicate MEAL insights to project stakeholders.
Stakeholder Engagement and Coordination:
Coordinate with project stakeholders, including community leaders, local government, and local humanitarian partners, to gather feedback and insights for MEAL purposes.
Collaborate with Finance team to ensure MEAL processes align with financial and operational requirements.
Engage with external stakeholders to share project impact and facilitate transparent, open communication.
Capacity Building:
Conduct training sessions for project staff and local humanitarian partners on MEAL tools, data collection methods, and best practices.
Provide on-site support and guidance to local humanitarian partners to build their capacity for effective monitoring and reporting.
Support the development of local humanitarian partners’ skills in utilizing data for decision-making and reporting.
