Job Context:
∎ The MEAL and Communications Manager coordinates all Monitoring, Evaluation, Accountability, Learning and communications activities for the Country Office (CO) programme. The MEAL and Communications Manager is responsible for the effective incorporation and delivery of the Global Monitoring, Evaluation, Accountability & Learning policies and procedures in all CO programmes and responsible for communications activities at CO level.
∎ The MEAL and Communications Manager ensures that there is a reliable, up-to-date database of information of all program work and is responsible for the timely and accurate production of data for all project reports. They are required to spend considerable time in the field monitoring and evaluating CO projects and programmes.

Job Responsibilities:
∎ Leadership, Planning, Management and Development:
∎ Manage and develop staff performance effectively through setting SMART performance objectives, providing developmental feedback in monthly one to one meetings, providing orientation, training, coaching and support based on staff’s performance needs, delegating authority where appropriate, and conducting annual appraisals based on the “PACE” framework.
∎ Build the capacity of staff in MEAL and data collection principles, tools and approaches, ensuring that these new skills and knowledge are utilised on the job.
∎ Prepare and implement fit for purpose periodic work plans and budgets, and assist the Head of Programmes (HOP) in developing and implementing CO strategy and objectives.
∎ Assist the HOP and Country Director (CD) in the compilation of the Annual Work Plan and Programme Reports.
∎ Programme/Project Monitoring, Evaluation and Reporting:
∎ In close coordination with HQ, CO teams and other affiliates and partners, implement systems, processes and tools that ensure quality, consistency and best practices in planning, monitoring, evaluation, reporting, accountability and learning.
∎ Provide oversight and ensure robust monitoring and evaluation (M&E) activities are planned and undertaken as part of all projects, and that evidence of impact is documented and disseminated to relevant stakeholders.
∎ Ensure that the design and implementation of CO projects complies with all relevant MEAL policies and procedures, donor requirements and legal regulations.
∎ Proactively discuss emerging issues from project progress and evaluation reports with the HOP and the programme team, offer effective solutions, and coordinate the development and follow up of action plans.
∎ In coordination with HQ, tailor MEAL tools and practices to the country context, while ensuring consistency of Muslim Aid’s (MA) MEAL Policy and Procedures.
∎ Provide support in the preparation and/or review of draft proposals, budget review for MEAL activities, reports, and other programme/project related documents, ensuring quality, accuracy and confidentiality of sensitive information.
∎ Provide project design support to the HOP & Resource Mobilization Manager (RMM) in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA strategic and thematic objectives.
∎ Monitor project progress, ensuring that implementation is in harmony with the project/programme specific operational plans, and report regularly on all activities.
∎ Guide and coordinate all MEAL activities and accordingly assign roles for staff, project participants and partners.
∎ Manage evaluation processes, including liaising with external stakeholders and service providers, creating terms of reference and evaluation guidelines, and ensure that baseline studies are conducted for all projects and that information is stored for future use.
∎ Compile CO monitoring data into clear reports for internal and external audiences, which reflect activities, outputs and outcomes, provide accountability, and demonstrate impact. Special attention should be paid to the positive and negative impact that interventions have in communities, marginalised and disabled persons.
∎ Develop and coordinate an overall framework and calendar (including guidelines and procedures) for CO project and programme monitoring and evaluation, ensuring that all project MEAL plans and log frames align with the overall CO Strategic Planning.
∎ Analyse data to track project and program progress within the MEAL system against agreed targets and log-frames.
∎ Provide support and guidance for target groups within communities to enhance their participation in MEAL where appropriate.
∎ Manage service providers to ensure value for money and timely supply of materials and services.
∎ Communications responsibilities:
∎ Plan and manage the design, content, and production of all visibility materials.
∎ Work with different partners at local and global level to generate new ideas and strategies.
∎ Respond to communication-related issues in a timely manner.
∎ Prepare attractive communication materials to attract donors and other stakeholders (brochure, leaflet, notebook, etc.)
∎ Data Collection, Management and Sharing:
∎ Develop and implement data collection techniques and tools, including working with external service providers to develop other relevant information management systems.
∎ Work with the programme team to develop electronic and, only where necessary, paper-based monitoring systems, ensuring that programme information database is managed effectively and assist other teams to use the system correctly.
∎ Design and implement a system to identify, analyse, document evaluation results and disseminate lessons learned from programme and project activities with all relevant staff and ensure that lessons from evaluations are incorporated into the development of new projects and programmes.
∎ Networking and Representation:
∎ Represent the organisation at key forums/events and build credibility of CO through visibility of its MEAL systems and programmatic work.
∎ Proactively build a good network of key contacts in the government, donors, UN agencies, I/NGOs, the media, and other relevant stakeholders.
∎ General:
∎ Proactively work towards own and team’s continuous professional development in order to ensure that the department is effectively adapting to the changing environment of NGO sector and forces of the competitive world.
∎ Maintain up-to-date knowledge of effective MEAL tools, techniques and approaches, and consistently apply these in the performance of the role.
∎ Proactively promote and implement equality of opportunities and diversity initiatives across the CO operations.
∎ Maintain and store all records in hard and/or soft copy formats in line with the internal data management and IT policies.
∎ Comply with all policies, procedures, legal and regulatory requirements.

Additional Requirements:
∎ Proven experience in MEAL system implementation, evaluation design, needs assessment, data collection, analysis and reporting with familiarity in of key program areas such as health, education, sustainable livelihood and emergency response.
∎ Previous experience in working with Government agencies, NGOs and providing support to partners.
∎ Experience of developing and successfully implementing departmental work plans and budgets to accomplish organisational objectives.
∎ Proven experience in reviewing, monitoring and evaluating programmes, using quantitative and qualitative methods and approaches.
∎ Working knowledge of theory of change and project cycle management approaches. As well as experience supporting proposal writing and log frame development.
∎ Proven experience of leading, managing and supervising a diverse MEAL team including distance management.
∎ A track record of capacity building, and promoting learning and development activities to capture lessons learned and communicate this information in various capacities to improve on-going and future programming, including delivering training and coaching to staff.
∎ Knowledge or appreciation of the country in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region.
∎ Contemporary understanding of issues and challenges facing international development and humanitarian organisations.
∎ Fluent in written and spoken English with excellent interpersonal and communication skills. Knowledge of Khmer will be desirable.
∎ Ability to design systems for both quantitative and qualitative data collection and analysis (with working knowledge of software and tools such as Kobo) and ability to interpret the data.
∎ Ability to work with minimal supervision both at operational and strategic levels.
∎ Ability to produce results in a challenging environment within tight deadlines and budgets.
∎ Ability and willingness to work closely with others as part of a diverse team and on your own initiative.
∎ Willingness and availability to travel remote programmatic sites within the country.
