Job Context:
∎ The role of the M&E Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Job Responsibilities:
∎ Generic responsibilities
∎ Adherence to NRC policies, guidance and procedures.
∎ Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
∎ Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
∎ Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
∎ Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
∎ Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
∎ Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
∎ Supervise and mentor M&E support staff in executing M&E plans.
∎ Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
∎ Promote the rights of refugees in line with the advocacy strategy.
∎ Specific responsibilities
∎ Develop and implement M&E systems for the CO in line with regional guidelines and the global M&E handbook.
∎ Establish standardized M&E system at program level, and support and contribute to the development of a data management system through documentation, implementation and reporting.
∎ Support in data management and development of clear information flow between program and M&E staff
∎ Ensure that monitoring data are reported on a timely manner to relevant program and management, including GORS reporting.
∎ Prepare and develop status reports to AM and PDMs, as required by management and ensure proper filing of documents
∎ Assess, promote and document ideas for technical improvement and further program development options
∎ Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Additional Requirements:
∎ Generic professional competencies for this position:
∎ At least 5 years' experience in an international NGO, preferably in an emergency setting, including M&E capacity and systems development
∎ Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
∎ Understanding of data and information needs for program management and decision making
∎ Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
∎ Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
∎ High level English language proficiency (speaking, reading, writing). Business English is a plus.
∎ Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
∎ Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
∎ Context related skills, knowledge and experience:
∎ Knowledge of the context in the Cox's Bazar Rohingya and refugee response.
∎ Experience with start-up
∎ Fluency in verbal and written English and Bangla required; Rohingya or local language an asset
∎ Strong organisational and team working skills
∎ Good cultural awareness and sensitivity
∎ Highly approachable, trustworthy and confidential
∎ Proven presentation, training and facilitation skills
∎ Ability to work diligently both independently and in a team setting
∎ Knowledge about own leadership skills/profile

∎ Norwegian Refugee Council, Bangladesh
∎ Business : An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
