  • Proven ability to manage people functions across corporate, educational, healthcare, and field-based operations

  • Strong knowledge of Bangladesh labor law, HR best practices, and compliance requirements

  • Experience with HR digital tools, HRIS, and data-driven HR management; proficient in MS Office Suite

  • Excellent leadership, interpersonal, and communication skills in both Bangla and English

  • Ability to thrive in a fast-paced, evolving environment with diverse stakeholders

Position Overview

AYAT Education is seeking a strategic, people-centered, and execution-oriented Manager of People & Culture to lead and strengthen its HR function across a diverse, mission-driven organization. The role focuses on building a highperforming, ethical, and inclusive workforce that supports program quality, regulatory compliance, safe migration standards, and long-term sustainability, while managing diverse teams including academic faculty, healthcare professionals, trainers, project staff, corporate teams, and field-based personnel.

This role goes beyond traditional HR management and plays a strategic organizational development function. It ensures that people, systems, leadership practices, and workplace culture enable AYAT Education to deliver highquality education, training, and care outcomes; meet national and international compliance standards; scale programs responsibly while safeguarding staff well-being; and strengthen institutional credibility with donors, regulators, partners, and international employers.

Key Responsibilities

1. Strategic HR Leadership and Governance

Develop and implement a comprehensive People & Culture strategy aligned with AYAT Education's mission, growth plans, and multi-venture operations (education, healthcare, skills development, care services, and skilled migration).

Act as a strategic partner to senior leadership on workforce planning, talent strategy, organizational effectiveness, leadership development, and institutional sustainability.

Establish and regularly update HR governance frameworks, policies, SOPs, and codes of conduct to ensure compliance with labor laws, donor requirements, academic and healthcare regulations, and ethical recruitment standards.

Lead HR digitalization initiatives, including HRIS selection, implementation, and optimization, enabling datadriven workforce planning, performance tracking, compliance reporting, and decision-making.

Strengthen HR reporting, dashboards, and analytics to support leadership, audits, and regulatory and donor reporting requirements.

2. Organizational Development and Change Management

Lead organizational diagnostics, workforce analytics, culture assessments, and engagement surveys to identify capability gaps and improvement opportunities.

Design and implement organizational development (OD) interventions to improve structure, workflows, decision-making, collaboration, and accountability across AYAT Education and its ventures.

Lead and support change management initiatives related to program expansion, new initiatives, restructuring, digital transformation, and donor-funded project scale-up.

Develop and implement succession planning, leadership pipelines, and talent review processes for critical academic, clinical, technical, and managerial roles.

Support leadership effectiveness through coaching, feedback systems, and OD frameworks.

3. Workforce Planning, Talent Acquisition, and Employer Branding

Oversee end-to-end recruitment and workforce planning for corporate teams, academic faculty, healthcare professionals, trainers, project staff, and field-based personnel.

Ensure timely hiring of qualified and values-aligned talent to support program delivery, accreditation standards, and operational growth.

Develop and strengthen employer branding strategies to position AYAT Education as an employer of choice in education, healthcare, development, and skilled migration sectors.

Design and continuously improve onboarding, induction, and probation management processes to support retention, performance, and cultural integration.

• Ensure ethical, transparent, and inclusive recruitment practices across all entities.

4. Performance Management and Rewards

Design, implement, and continuously improve performance management systems aligned with organizational goals, donor expectations, and institutional values.

Establish clear KPIs, goal-setting frameworks, and appraisal mechanisms for diverse roles, including faculty, clinicians, project teams, and operational staff.

Oversee compensation, benefits, incentives, and reward structures to ensure internal equity, regulatory compliance, and market competitiveness.

Support performance improvement plans, talent development initiatives, and recognition programs to strengthen accountability and motivation.

5. Learning, Leadership Development, and Capacity Building

Develop competency frameworks and career pathways for different employee segments, including academic, clinical, technical, and administrative staff.

Design and oversee learning and development programs, including leadership development for senior leaders, mid-level managers, and frontline supervisors.

Promote continuous learning through coaching, mentoring, knowledge-sharing, and institutional capacitybuilding initiatives.

Align training and development investments with current and future organizational capability needs, including compliance, quality assurance, and innovation.

6. People and Culture Development

Champion a strong, inclusive, ethical, and mission-driven organizational culture aligned with AYAT Education's values and social purpose.

Translate organizational values into day-to-day behaviors, people systems, leadership practices, and decisionmaking processes.

Lead employee engagement initiatives, staff well-being programs, internal communications, and culturebuilding activities.

Promote diversity, equity, inclusion, gender sensitivity, and respectful workplace practices across all teams and locations.

7. Employee Relations, Compliance, and Risk Management

Oversee employee relations, grievance handling, disciplinary processes, and conflict resolution with fairness, consistency, and confidentiality.

Ensure full compliance with Bangladesh labor laws, education and healthcare regulations, occupational health and safety standards, and donor HR requirements.

Manage HR-related risks, support crisis and incident management, and contribute to institutional risk mitigation strategies.

Maintain constructive relationships with employees, management, regulators, and external stakeholders as required.
