Educational Requirements:
∎ Masters or Bachelor in any discipline preferably Statistics/Economics/Development Studies/ Demography/Population Studies.
Experience Requirements:
∎ At least 8 year(s)
Job Responsibilities:
∎ Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).
∎ Incorporate field and programme team feedback to ensure the continuous improvement of data management systems within the organization.
∎ Develop and ensure implementation of Result Based Monitoring and Evaluation Framework, related MIS and other necessary tools considering UCEP Bangladesh’s Theory of Change.
∎ Introduce necessary technology-based tools for ensuring effective and efficient real time data driven M&E system and develop capacity of relevant staff in this regard.
∎ Develop and manage a functional Trainee Tracking System (TTS) for UCEP Bangladesh.
∎ To introduce systems for Data Management including acquisition, data analysis, data quality assessments and reporting for development of key organizational and programmatic documents (e.g. Annual Report, Monthly Monitoring Report, Budgets, Project Documents, Donor Reports, Case Studies, UCEP Bangladesh’s websites, social media, e-newsletter etc.).
∎ Ensure systematic surveys including baseline, midline and end line surveys, process monitoring, impact evaluations (internal and external), longitudinal studies etc. in collaboration with Programmes Department.
∎ Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation.
∎ Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery.
∎ Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.
∎ Regularly visit and monitor all programs of UCEP Bangladesh and its other entities (UTI, UIST, USC etc.).
∎ Ensure coordination with other departments and Regional Management Team for timely development of M&E reports and share feedback.
∎ Continuously update in regard to latest (national and international) developments in Tech-based solutions for M&E and Research.
∎ Ensure effective coordination with ICT and Business Solutions department for management and upgrading tech-based software and tools for M&E and Knowledge Management system.
∎ Promote and contribute to ongoing efforts towards gender equity, child protection, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ Carry out any other relevant tasks assigned by supervisor as and when necessary.
Additional Requirements:
∎ Age at most 45 years
∎ Minimum 08 years of relevant professional experience including at least 03 years in managerial role in M&E and Knowledge Management in a large organization.
∎ Demonstrated experience in data processing and management of large-scale surveys.
∎ Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must.
∎ Strong experience in conducting a research studies including the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
∎ Excellent command of communication skills both in Bangla and English.
∎ Demonstrated experience in setting up and managing effective M&E and Knowledge Management system for a large organization.
∎ Self-motivated, adaptable and team player.
∎ Ability and willingness to travel frequently.
