Job Context:

With a focus on mother and child healthcare, and family planning, SHN is gradually expanding into general health services. The Company complements government efforts in the areas of TB screening, EPI and Covid-19 vaccination efforts.
∎ The incumbent Manager manages the human resource functions of SHN at the HQ level and provides oversight at the field level of activities related to staff recruitment, training and development, performance management, and discipline. The incumbent also disseminates information related to personnel policies, procedures and benefits and monitoring SHN staffing requirements to ensure appropriate coverage and job satisfaction.

Job Responsibilities:
∎ Oversee and manage full cycle recruitment process in compliance with the established policies and procedures as outlined in the SHN Human Resources and Administrative Manual. This includes but is not limited to creation of job descriptions and interview questions, advertising for vacancies, short-listing and pre-screening candidates, organizing interview panels, ensuring all hiring decisions are properly documented, conducting reference checks, negotiating offers of employment and issuing appointment letters.
∎ Oversee compliance with established policies in the hiring of clinic staff.
∎ Confirm all new hire paperwork are filed properly in the personnel files and compliant with SHN policy, local labor law and donor regulations, as applicable.
∎ Inform Accounts department of new hires and any change in salary, designation and benefits of employees.
∎ Ensure newly hired are properly inducted into the company through adequate training and information regarding the company and relevant SHN policies to perform the job to the best of their ability and are assimilated into SHN culture.
∎ Develop working papers for interview of senior level staff by the Board Sub-Committee on HR and Administrative matters; minute and process decisions.
∎ Assist in management of employee benefits such as insurance, liaising with companies providing such benefits to ensure quality of services provided.
∎ Ensure SHN compliance with local labor laws by conducting regular reviews and keeping updated on local labor laws and HR best practices.
∎ Advise on disciplinary process, ensuring all actions taken comply with local labor laws and SHN policies, and notify appropriate management accordingly.
∎ Manage all aspects of performance management of SHN staff, including but not limited to, annual appraisal process, promotions and salary increases.
∎ Process recommendations for staff upgradation upon approval by the CEO.
∎ Work with employees and supervisors to prevent and/or resolve employee relations issues, in coordination with appropriate senior management/executives.
∎ Investigate allegations of wrongdoing, i.e. sexual harassment, fraud etc.
∎ Ensure Administrative and Human Resources Manual is up to date and communicate changes when applicable.
∎ Undertake other duties as assigned.

Additional Requirements:
∎ Age at least 32 years
∎ Experience of human resources and/or administrative management, preferably at a large, diverse organization.
∎ Demonstrated experience in performance management, establishment of performance measures/indicators, and staff development.
∎ Knowledge of Government of Bangladesh labor law.
∎ Demonstrated ability to communicate clearly and concisely both in verbal and written English and Bangla, lead presentations, training courses, and meetings.
∎ Strong knowledge of MS Office applications.
∎ Ability to work both independently and as part of a team.
∎ Flexibility in age and education may be relaxed for exceptional candidates.
