∎ CARE Bangladesh an Infrastructure Manager for an anticipated Multipurpose Disaster Shelter Support (MPDS) Activity. This is expected to be a $13 million, four-year cooperative agreement that aims to mitigate the impacts of natural disaster through construction of shelters and resilient community infrastructures, increase access to spaces conducive to learning and cohesive communities, and strengthen disaster preparedness.
∎ The activity is expected to be awarded in September 2020. This position is subject to project award and funding.
Job Responsibilities:
∎ Responsible for sourcing structural and architect consultants/firms for the MPDS Activity
∎ Lead and provide technical views on structural drawings and design by providing guidance to constant firms as per the standard of MPDS with concern of shelter management policy and USAID's construction activity slandered.
∎ Demonstrating computer models of structures, preparing project cost and timeline, organizign bill of quantity (BOQ) and accountable for competent construction material testing.
∎ Incorporate utility facilities of modern industrial buildings, including fire hydrant system, fire detection and protection system, renewal energy system, health and hygiene facility, and also maintaining a high level of structural integrity that adopts national and international building codes and safety standards as per the project objective.
∎ Reports to the Chief of Party (COP) and supports all aspects of construction supervision including local subcontractors, planning, organizing, staffing, leading, and controlling activities for a wide range of ongoing and new multi-disciplinary infrastructure projects. Projects include a combination of roadway improvements, water infrastructure, and water treatment task orders. Additional projects will be added as upcoming designs are completed and tendered for construction.
∎ Contribute to developing and implementing systems to ensure that construction contractors' quality and safety standards meet requirements; assist in the periodic updating of program standards/procedures and training of project staff; participate in oversight of local program staff.
∎ Be proactive in identifying any changes in scope, time, or budget in construction activities and reporting same to the COP.
∎ Participate in monitoring construction progress - including analysis and reporting on any anticipated delays that might impact the timeliness of the construction contractor's performance.
∎ Responsible for the timely communication of contract issues with the COP, the construction contractor, and the site team
∎ Support the COP role as the primary liaison between the project, USAID, and other necessary government representatives for construction related issues
Additional Requirements:
∎ Minimum of 10+ years of progressively responsible experience in construction management, building construction, architecture, or civil engineering; USAID program experience preferred.
∎ Experience managing shelter construction on a project of a similar scope and size.
∎ Demonstrated commitment to gender equity and inclusion.
∎ Construction Safety Training (minimum OSHA 10 level or equivalent)
∎ Familiarity with BOQ formats, FAR and FIDIC based Construction Contracts
∎ Relevant certifications such as PMP, NACE, OSHA 40, etc. a plus
∎ Fluency in English (spoken and written) is required.
∎ Experience in Cox's Bazar and Bandarban preferred.
