Experience:
LL. B and LL.M from a recognised university, with enrolment as an Advocate.
Strong understanding of refugee protection, legal identity, civil documentation, HLP rights, access to justice, dispute resolution, and SIP (safe and inclusive programming).
Sound knowledge of Bangladesh legal, policy, and administrative frameworks relevant to refugees and host communities.
Minimum 3+ years' relevant practical experience in legal assistance, protection, HLP, civil documentation, rule of law, access to justice, or humanitarian programming.
Ability to monitor legal and policy developments and translate them into practical programme, coordination, and advocacy guidance.
Experience supporting case management quality, including case trend analysis, referral pathways, and field follow-up.
Experience developing SOPs, guidelines, tools, legal information materials, training packages, and IEC products.
Strong facilitation and mentoring skills, including training for staff, partners, paralegals, community workers, or community structures.
Good understanding of SIP (Safe and inclusive programming), do-no-harm, confidentiality, informed consent, data protection, and safeguarding requirements.
Key Specific responsibilities:
Legal research, Analysis and Monitoring:
Compile, maintain and analyse national and international laws, policies, and practices relevant to the refugee response in Bangladesh.
Monitor and analyse key legal trends, policy developments, and protection issues affecting refugees and host communities.
Conduct legal framework monitoring and produce timely legal analyses to inform programme design, implementation and advocacy.
Undertake in-depth legal research and draft thematic and analytical reports on emerging legal and protection issues.
Technical guidance and Programme support:
Provide legal and technical guidance to field teams and implementing partners to ensure consistent and high-quality ICLA service delivery.
Contribute to the development, review and updating of ICLA guidelines, SOPs, and training manuals.
Support the integration of legal analysis into programme planning, implementation, and monitoring processes.
Monitor and support implementation teams to ensure compliance with programme SOPs, guidelines, and Safe and Inclusive Programming standards.
Knowledge management, Learning, and Capacity building:
Facilitate knowledge management within NRC ICLA by systemising legal information, tools and resources.
Contribute to organizational learning through technical assessments, identification of best practices, and documentation of lessons learned.
Support the delivery training for staff and partners, including the preparation of literature, training materials, information products, and visual aids.
Carry out training sessions on selected legal and protection topics, as required.
Advocacy:
Contribute to evidence-based advocacy initiatives on legal and protection issues affecting refugees and host communities.
Support the development of advocacy messages, briefing notes, and legal inputs grounded in field evidence and legal analysis.
Information and digital content:
Develop and update legal content for ICLA digital initiatives, information platforms, and IEC materials to ensure accuracy and accessibility.
Reporting and coordination:
Prepare and contribute to regular and ad hoc status reports as required by management, including timely reporting on programmatic progress, legal developments, and contextual changes.
Coordinate closely with programme, advocacy, and MEAL teams to ensure alignment between legal analysis, programming, and reporting.
