ORGANIZATIONAL CONTEXT: This position is located in the Country Office (CO) in Dhaka and reports to the Head of HR. The HR Officer (Talent Acquisition) is responsible for leading the Talent Acquisition (TA) team within the HR Unit, which also includes Entitlements & Benefits and Learning & Development teams. The incumbent manages a team of 2–3 recruiters and collaborates closely with hiring managers, other HR teams, and regional/global HR counterparts to ensure timely and quality recruitment aligned with organizational needs.
JOB PURPOSE: To lead and manage the delivery of strategic and operational talent acquisition services, ensuring a client-focused approach that supports WFP’s workforce planning and staffing needs. The role contributes to building a high-performing workforce through effective recruitment strategies, coordination, and collaboration across HR functions.
ACCOUNTABILITES/ RESPONSIBILITES:
Lead the Talent Acquisition Team and overseeing end-to-end recruitment processes for national and international positions.
Develop and implement recruitment strategies aligned with workforce planning and organizational priorities.
Coordinate closely with hiring managers to understand staffing needs, advise on recruitment approaches, and ensure timely and quality hires.
Ensure compliance with WFP recruitment policies and procedures, promoting fairness, transparency, and diversity in selection processes.
Monitor recruitment metrics and trends, preparing regular reports and analysis to inform HR planning and decision-making.
Collaborate with Entitlements & Benefits and Learning & Development teams to ensure seamless onboarding and integration of new staff.
Manage talent pipelines and rosters, ensuring readiness for surge and emergency staffing needs.
Provide guidance and capacity building to recruiters and hiring units on recruitment tools, systems, and best practices.
Liaise with Regional Offices and HQ HR teams on strategic recruitment initiatives and policy updates.
Contribute to HR projects and process improvements, particularly those related to talent acquisition and workforce planning.
