Job Responsibilities:
∎ Implement NRC's HR and admin systems and procedures
∎ Ensure that country set-up adheres to Employment standards, HR policy and other NRC policies
∎ Ensure compliance with the local labour law
∎ Training, support, control and development of HR teams
∎ Support and train of all staff with HR responsibilities/ personnel management
∎ Management of the CO (Country Office) HR team and technical supervision of the AO (Area Office) HR staff
∎ Provide regular HR analysis and reports for the Country Director, Regional Office and global HR department
∎ Ensure safe and standardized filing of personnel documents in all offices
∎ Promote the rights of IDPs/returnees in line with the advocacy strategy
∎ Oversee the development and implementation of HR and Admin related SOP's as needed.
∎ Main focal point to implement, promote and provide support to the Country Office for the NRC People system according to TOR for "NRC People Ambassadors".
∎ Oversee the hiring process for all NRC BD positions Grade 7 and below
∎ Ensure that NRC BD staff are aware of and have access to various capacity building training, general and technical specific opportunities provided by NRC (e.g. Kaya)
∎ Oversee the collection, management, and storage of all Country Office HR data
∎ Strengthen staff training, on-boarding, and induction procedures.
∎ Responsible for ensuring the NRC pay structure for national staff is relevant and in line with NRC policy.
∎ Be the focal point for ensuring processes and procedures are in place to ensure Duty of Care for all staff.
∎ Work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention and promotion, in the Bangladesh context.
∎ Ensure that payroll happens smoothly and accurately each month for NRC BD staff.
∎ Oversee Admin functions in NRC BD, ensuring they are streamlined and efficient; this includes office management and maintenance.

Additional Requirements:
∎ Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
∎ Experience from working in complex and volatile contexts
∎ Documented results related to the position's responsibilities
∎ Knowledge about own leadership skills/profile
∎ Fluency in English, both written and verbal
∎ Knowledge of the context in Bangladesh a significant advantage
∎ Knowledge of the local language (Bangla) preferable
∎ Ability to adapt in a continuously changing operational environment
∎ Personal qualities
∎ We are looking for a candidate who has skills and experience in initiating action and change, managing performance and development, empowering and building trust and strong abilities to communicate with impact and respect. You also have experience in handling insecure environments

Compensation & Other Benefits:
∎ Commencement: November 2020
∎ Duration: 24 months
∎ Salary/benefits: According to NRC's general directions
∎ Grade: 9- see attached NRC grade structure
∎ Duty station: Dhaka, Bangladesh with approx 20 % travel
∎ Approved health certificate will be requested before contract start.

∎ Business : An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
