Job Responsibilities:
∎ Role and responsibilities: The purpose of the ICLA Technical Officer (HLP) is to deliver high-quality information, counselling, legal assistance and training services within the area of expertise and ensure synergies with other NRC Core Competencies, in particular the NRC Shelter programme.
∎ Key Task and Responsibilities:
∎ Facilitate the provision of information about the HLP rights and entitlements of beneficiaries.
∎ Facilitate individual and group legal counselling relating to HLP rights during mobile visits and through the hotline.
∎ Support and mobilize beneficiaries for enabling them to address their legal issues relating to HLP rights independently.
∎ Provide follow-up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently.
∎ Conduct training on HLP rights and Collaborative Dispute Resolution (CDR)for NRC staff and beneficiaries.
∎ Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, and evidence-based HLP policy papers and guide counselling sessions with beneficiaries.
∎ Contribute to the monitoring and mapping exercises organized and/or participated in by NRC
∎ Cooperate with relevant NRC core competencies and support units to develop integrated responses to the beneficiaries' needs
∎ Perform any other tasks as requested by ICLA Coordinator / PDM.
Additional Requirements:
∎ Extensive experience working in the field with displaced and/or vulnerable groups and communities and government authorities
∎ Previous experience in the Rohingya response
∎ Proven expertise in housing, land and property rights with strong knowledge of housing and land laws, procedures and practices in Bangladesh
∎ Oral proficiency in Chittagonian language.

∎ Business : An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
