Educational Requirements:
∎ LL.B from a University recognized by the Bar Standards Board
Job Responsibilities:
∎ ICLA specific technical responsibility for the implementation, quality control, monitoring, project documentation and tracking of financial expenditures for technical activities of ICLA projects
∎ Provide specific technical support and capacity building to ICLA Officers
∎ Provide specific technical analysis and feedback to NRC representatives in coordination forums
∎ Contribute to designing of protection response to identified risks and needs.
∎ Facilitate provision of information about the HLP rights and entitlements of beneficiaries
∎ Facilitate individual and group legal counselling relating to the HLP rights during mobiles visits and through the hotline
∎ Support and mobilize beneficiaries for enabling them to address their legal issues relating to the HLP rights independently
∎ Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
∎ Conduct trainings on HLP rights and Collaborative Dispute Resolution (CDR) to NRC staff and beneficiaries
∎ Contribute to the legal analysis of HLP issues to inform NRC advocacy efforts, evidence-based HLP policy papers and guide counselling sessions with beneficiaries
Additional Requirements:
∎ Experience from working with ICLA or similar project implementation position in an NGO/development context
∎ Fluency in English, both written and verbal and verbal proficiency in Chittagonian
∎ Proven expertise on HLP rights with strong knowledge on housing and land laws, procedures and practices in Bangladesh
∎ Extensive experience working in the field with displaced and/or vulnerable groups and communities and government authorities
∎ Previous experience in the Rohingya response

∎ Business : An estimated 905,000 Rohingya refugees currently reside in Cox`s Bazar, Bangladesh, over 700,000 of whom fled extreme violence in Myanmar in late 2017. They reside in refugee camps, which are among the most congested camps in the world, with limited access to basic services, including adequate sanitation, healthcare, livelihoods and education.
The refugees have put an immense strain on the Bangladeshi`s living in Cox`s Bazar, however, despite the challenges, the Bangladeshi communities were the first to respond when the Rohingya arrived and generously continue to host the refugees, and many of the local communities are now also in need of support.
NRC has been present in Bangladesh since 2016, working through partnerships with local NGO`s. We have since scaled up our presence in Bangladesh, obtaining legal registration in November 2018, allowing us to better respond to the Rohingya influx. Alongside our partners, we provide assistance to refugees and local communities through Education programming and Information, Counselling and Legal Assistance (ICLA) activities.
