Job Context:
∎ The position will be responsible for supporting the implementation of the IRC`s HBC Referral Hub activities in the Rohingya Refugee Camp and the management of the community health volunteers in the camps to which they are assigned. (S)He will ensure the delivery of high quality emergency referral activities to the local catchment population in term of COVID.
∎ The role will be responsible for the delivery of timely and appropriate emergency referrals and management of the camp referral hub community volunteers team and in particular:
∎ Apply knowledge and skills to ensure appropriate patient triage and referral as needed
∎ Provide supervision, direction, and line management to the community volunteers team in their camps
∎ Provide health promotion and counseling to patients and caregivers
∎ Ensure emergency referral services are implemented in conformity with relevant Ministry of health or international guidelines
∎ Ensure timely and accurate recording of patient information and referrals in relevant patient registers and facilitate the timely submission of require health reports
Job Responsibilities:
∎ Referrals:
∎ Provide direct input, working closely with the DRU and HBC staff to ensure the delivery of high quality, appropriate emergency referrals
∎ Supervise the triage and transport of patients
∎ Supervise appropriate and timely referrals in coordination with the DRU and nearby holding point/PHCC
∎ Will ensure the proper IPC measures during and after patient transport
∎ Will avail and train the staffs and volunteers on appropriate use and disposal of PPE.
∎ Manage and oversee stock and referral hub
∎ Aligned with the referral hub team ensure coordination of community health worker activities and community outreach regarding the HBC referral hubs
∎ Ensure adherence to infection prevention and control measures
∎ Ensure accurate recording of information in the HBC referral hub registers, and timely completion of summary reports
∎ Ensure patient confidentiality is respected, and that all referrals are conducted in a dignified and respectful manner
∎ Staff Supervision & Development:
∎ Oversee the technical support given by the Community Volunteers and ensure that the team is functioning appropriately and in a high-quality manner
∎ Maintain open and professional relations with team members, promoting a strong team spirit and provide mentorship to enable staff to successfully perform in their positions
∎ Provide nursing/medical support and mentorship to other staff, providing on-the-job training where needed
∎ Craft and maintain a staff schedule and manage day to day activities for community volunteers
∎ Project Management:
∎ Implement outreach activities with the rest of the team to access "hard to reach? and vulnerable beneficiaries to increase service utilization
∎ When available work with and support community volunteers to provide referral information, community mobilization and awareness raising
∎ Ensure regular inventory and upkeep of referral hub patient transport tools
∎ Coordination & Representation:
∎ Develop and maintain effective working relationships with local communities, local government agencies and other implementing partners
∎ Monitoring & Reporting:
∎ Ensure all patient referrals are documented and patient records completed
∎ Submit daily reports in a timely manner
∎ Other Duties:
∎ Consistently and dedicatedly monitor/assess the safety and security; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/improve the security environment for IRC programs
Additional Requirements:
∎ 2 years of total experience with at least 1 year's clinical experience in emergency and primary healthcare
∎ Staff Management experience
∎ Previous experience and training in sexual gender-based violence and clinical care for sexual assault survivors (desirable)
∎ Registered with local Nursing/Paramedic Council
∎ Ability to lead, train, supervise and facilitate other medical staff and community health workers in their respective tasks
∎ Ability and flexibility to understand the cultural and political environment
∎ Skills to provide sensitive and appropriate medical counselling
∎ Excellent communication skills
∎ Must be a teammate with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, kindness and tact
∎ Ability to be creative, flexible, adaptive, and willingness to work in challenging situations
∎ Ability to live in challenging conditions and ability to work under difficult, high pressure situations
∎ People who have knowledge in Chittagonian language will get preference
