Requirements: Skills Required: Additional Requirements: Essential experience in monitoring & evaluation, research, reporting, or data management in a humanitarian or development context. Experience in data entry, reporting, or information management is required. Experience providing technical support to system users is highly desirable. Experience in working with the Rohingya Community will be an advantage.

Essential computer literacy (Word, Excel, PowerPoint, and internet). Essential computer skills in using relevant tools and applications (e.g., PowerBI, G-Suite, MS Office, KoboToolBox). Excellent command of Health Information Systems (HIS) used for recording and reporting (e.g., DHIS2—Aggregated, Events, and Tracker data—EWARS, ODK, Go.Data, ONA). Familiarity with EMR/HIS software (such as Bahmni or equivalent systems) is an asset. Knowledge of medical statistics and databases is essential.

Community Partners International (CPI) is a U.S. based nonprofit organization that is working with a local partner organization: Young Power in Social Action (YPSA), to expand access to quality health services and generate the resources, local capacity and coordination necessary for partners and the people to meet their own health and community needs.
PRIMARY RESPONSIBILITIES
The Health Informatics and Data Management Officer plays a pivotal role in managing the overall data lifecycle from recording, managing, modeling, synchronizing, organizing, to comprehensive report generation for the CPI funded YPSA Implemented Health Program in Cox’s Bazar. S/he is responsible for all programmatic and activities level data management across the core Health Program Units: Health Post, Health Outreach (CHV, SRHV, CIV), and Health System Strengthening.
This position is critical to the program’s strategy of digital transformation of health information systems (HIS) in line with global standards, ensuring access to timely and accurate data for effective health planning and management. S/he will lead the implementation of systems that embody the core functions of HIS, including data quality, integrity and standardization, analysis and synthesis, communication and use, and Information System Technology.
KEY RESPONSIBILITIES
- HEALTH INFORMATION SYSTEMS (HIS) AND EMR MANAGEMENT
- System Integrity and Configuration: Ensure the functionality and optimal configuration of the Electronic Medical Records (EMR) system and other Health Information Systems (HIS). Provide specialized technical and functional support to end-users for the HIS/EMR software.
- Data Standardization and Modeling: Support the customization of the HIS for various health services based on program requirements. Ensure appropriate functional specifications for software are met, aligned with service delivery, program management, and reporting needs.
- HIS Expansion and Support: Support the transition and utilization of scalable, open-source platforms like DHIS2, which enables comprehensive data collection, reporting, and analysis for public health programs. This includes supporting the creation, update, and maintenance of DHIS2 dashboards, indicators, and user guides.
- Health System Strengthening (HSS) Integration: Contribute to data management systems required for Health System Strengthening (HSS) initiatives, such as the Human Resources for Health Information System (HRHIS) and data utilization tools required for the Monitoring, Evaluation and Learning System Assessment Tool (MELSAT).
- DATA QUALITY ASSURANCE AND HEALTH RECORDS MANAGEMENT
- Data Quality Assurance (DQA): Plan and conduct process monitoring and Data Quality Assurance (DQA) in collaboration with program staff to ensure that reported data is validated, accurate, and consistent. Ensure data quality reflects the principle that Health Records are complete and accurate, reliable, correct, clear, and free of duplication.
- Data Recording and Entry: Oversee the proper management of paper-based M&E toolkits and documents at the camp level, working closely with the M&E Focal. Ensure accuracy of medical data entered into the mission’s database on a regular basis, following strict protocols.
- Confidentiality and Security: Ensure data security and maintain sensitive data policies. Health Records must be secure from unauthorized or accidental access, viewing, alteration, damage, or loss. Ensure highly sensitive information (e.g., related to violence, mental health, or stigmatized diseases) is managed with maximum security.
- Record Lifecycle Management: Maintain and secure Health Records (data) during their entire lifecycle, encompassing creation, use, modification, storage (Active Health Records), archiving (Inactive Health Records), transfer, and disposal (Destroy/Delete).
- MONITORING, REPORTING, AND ANALYSIS
- Tool Development and Standardization: Contribute to the development of data collection tools according to sector, government, and donor requirements. Develop and update M&E tools (e.g., data collection templates, checklists) using digital platforms such as KoboToolBox, PowerBI, and GWS ecosystem (e.g. Google Form)
- Routine Reporting: Ensure the timely submission of daily and weekly reports (e.g., DHIS2, EWARS, 4W, AWD, Activity info) from Health Post, Health Outreach as well as Health System Strengthening activities through different online platforms to multiple stakeholders.
- Database Maintenance: Regularly update the work plan, IPTT, action plan tracker, and relevant databases to ensure accurate monitoring, reporting, and project performance evaluation.
- Statistical Analysis: Provide regular statistical reports for the medical team and inform superiors of any missing information or major data discrepancies. Provide descriptive data analysis to support end-users in finding statistics for monthly, quarterly, and annual reports.
- M&E System Strengthening: Support the M&E team in preparing comprehensive reports and presentation slides. Support the development of M&E systems and processes to ensure effective implementation.
- CAPACITY BUILDING AND FIELD SUPPORT
- Training and Mentorship: Provide initial and refresher training on the M&E toolkit and HIS/EMR systems to program staff and community volunteers, as needed, under the guidance of the Health Program Manager, and Close collaboration with M&E team and Research team. This includes training on core health indicators, definitions, and data management guidelines.
- Supervision: Indirect supervision of data collection and scrutinizing of each level data management methodologies, in close collaboration with the M&E focal/field level M&E team for timely and proper management and submission of weekly data of various health program activities.
- Technical Assistance: Support program colleagues by providing technical support in data collection as well as clarification/support as needed on M&E tools.
- Assessments: Conduct assessments, surveys, and Focus Group Discussions (FGD) as needed and as appropriate, with service providers, beneficiaries, and others.
- Interagency Coordination: Participate (when nominated) in sector and Government M&E toolkit training, annual work strategy plan workshops, and other meetings on M&E/reporting.
