Job Context:

∎ The Health Field Officer contributes to implementing, running and monitoring health care in detention (HCD) activities/project(s) in Bangladesh. S/he assists the detention doctor in achieving HCD objectives according to the delegation`s strategy and planning. S/he has the capacity to oversee HCD project(s)/programme(s) and provide HCD support to the detention team with a degree of autonomy including in cases of emergency (such as outbreaks).

Job Responsibilities:
∎ Visit to places of Detention/ HCD Project(s):
∎ Participates in planning of the field trips.
∎ Facilitates and assists the detention doctor in assessing and analysing the function of the prison health system, identifying the needs and possible solutions with the contextual background
∎ Assists the Detention Doctor in defining, implementing and monitoring HCD project(s)
∎ Collects and translates the necessary data, relevant documents in relation to health assessment in the places of detention.
∎ Conducts health needs assessment and/or health screening in places of detention, as required
∎ Proposes evidence-based strategies in line with national standards, international standards, institutional guidelines and delegation priorities
∎ Provides relevant assistance responses and monitors and adjusts them as required
∎ Contributes to ensure safe access to and continuum of care for detainees as well as maps and links the ICRC's resources with existing, functioning local systems
∎ In collaboration with the detention doctor, advocates the responsible authorities of places of detention for access to health care of detainees within the prison health care structure and referrals to the external health care facilities like public hospitals around the area.
∎ Develops specific tools for the monitoring of health in detention programs and activities, as required
∎ Analyses and collects relevant data, information and documents from the Ministry of Health, Prison Department and other governmental and nongovernmental organizations.
∎ Implements and evaluates the progress situation of the health care service and hygiene conditions in the previously visited places of detention.
∎ Follows up on all work-related messages and correspondence with the relevant contacts and departments
∎ Follow up of medical orders as well as medical equipment and drugs, as required.
∎ Reporting:

∎ S/he initiates and enters data in the relevant ICRC databases, MAD DET, Prot6 and other databases.
∎ Contributes to reports on detention visits, as required by the detention doctor.
∎ Provides contributions as well as input data to specific periodic reports (MOR and QHTR), as needed.
∎ Writes reports, minutes of workshops and meetings.
∎ Prepare correspondence as required by Detention Doctor
∎ Oversees filing reports and messages in relevant database.
∎ Ensures necessary administrative work is implemented on time.
∎ Registers and treats information (general and specific) accurately with respect of medical and ICRC confidentiality.
∎ Trainings:

∎ Contributes in identification of training needs of prison health staff and conduct trainings, as required.
∎ Contribute to organizing workshops and seminars for prison health personnel.
∎ Assists the Detention Doctor to conduct, monitor and evaluate training.
∎ Assists and/or conducts onsite training for prison staff, health staff and detainees, as required.
∎ Prepares all administrative tasks related to the interlocutors' participation in HCD trainings organized or sponsored by the ICRC and acting as a focal point for ICRC interlocutors invited to trainings/events by the ICRC.
∎ Interprets accurately from English to Bangla and vice versa during field and prison visits, and training/ workshop sessions for HCD team.

Additional Requirements:
∎ License to practice in Bangladesh.
∎ Fluent command of English and computer literacy.
∎ Professional requirements:
∎ 3 to 5 years of total work experience (including 2 years clinical experience) with a minimum 2 years' experience in the humanitarian sector.
∎ Personal qualities for the position:
∎ Excellent sense of responsibility and confidentiality.
∎ Good connections with local health authorities or groups of interest for the ICRC
∎ Ability to empathize to people who are in vulnerable situation in the country.
∎ Ability to work independently with minimal supervision, respecting the established framework.
∎ Ability to define priorities.
∎ Ability to adapt to and work in a multicultural team environment.
∎ Team spirit and capacity to integrate a multidisciplinary approach.
