Job Responsibilities:
∎ Development, implementation and management of all programmes
∎ Oversee the implementation of all CO programmes, providing vision and strategic direction to ensure all programmes are in line with CO strategic priorities, meet overall quality and learning standards and are delivered with demonstrable impact.
∎ Manage and monitor all programme components – including training, technical assistance, grant-management and compliance – to ensure programmes are meeting their proposed aims and objectives on time and within budget, with high quality impact for rights-holders, and satisfaction for donors and other stakeholders.
∎ Conduct programme analysis, draw conclusions and make recommendations involving a range of inputs to enhance programme delivery.
∎ Lead the programmes team in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with CO strategic and thematic objectives.
∎ Ensure programmes comply with all policies and procedures, as well as legal and regulatory requirements.
∎ With the assistance of colleagues, lead on the compilation of the Annual Work Plan and Annual Report, and support the preparation of the Annual Work Plan Budget.
∎ Prepare and/or review draft proposals and other outputs to ensure quality and accuracy with respect to content, and confidentiality of sensitive information.
∎ Review and lead in the production of high-quality reports and ensure their accuracy and timely submission to donors, HQ and other relevant stakeholders, in addition to ensuring confidentiality of sensitive information.
∎ Make key decisions in relation to programme implementation, offer and discuss solutions to problems that arise throughout the programme cycle.
∎ Assist in the development of project documents and policy frameworks regarding gender issues for best practices as directed by the CD.
∎ Programme Quality, Monitoring & Evaluation
∎ Supervise the development and implementation of an organisation-wide strategic plan with mechanisms for programme monitoring, evaluation, accountability and learning (MEAL).
∎ Supervise programme quality to ensure sound programme design, robust monitoring and evaluation activities are planned and undertaken, and that evidence of impact is documented and disseminated to relevant stakeholders.
∎ Lead the programme team to develop, finalise and closely monitor programme budgets.
∎ Work with the MEAL team to integrate inclusion measures into MEAL processes including gender equality specific indicators, quality benchmarks and response monitoring and evaluation tools.
∎ Maintain and build donor and partner relations, and fundraise
∎ Work closely with the CD to diversify funding sources for ongoing activities and new programmes through developing existing or new relationships with donors and other key partners.
∎ Engage in active fundraising for programmes in key focus areas, and develop and implement a resource mobilisation and outreach strategy for the organisation, concentrating in particular on institutional donor funding.
∎ Oversee the partner portfolio, with specific reference to the identification of both implementing and strategic partners, and building and maintaining these relationships.
∎ Develop, facilitate and maintain links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions and governments that can be used to enhance CO’s work, and identify key partners to collaborate with on the delivery of programmes.
∎ Ensure excellent accountability and service delivery to rights-holders, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation and evaluation.
∎ Supervise and coach project teams
∎ Technically supervise and lead the programme team in various programmatic areas – livelihoods, health, education, emergency response, etc. Facilitate project and programme officers in planning and ensuring that deliverables are met in accordance with proposals, plans, budgets and donor regulations.
∎ With support from the Human Resources Manager, manage the life cycle of individuals within the programmes team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.
∎ Provide regular one to ones to the relevant employees, ensuring that you adhere to CO’s annual appraisal “PACE” framework.
∎ Motivate the programme team and ensure they have clear SMART annual objectives that are derived from organisational objectives, including ensuring that you have SMART objectives from your line manager.
∎ Support with the development and implementation of staff capacity building plans, including identifying and addressing any capacity gaps, and providing ongoing support to programme staff, ensuring team members have access to staff development opportunities.
∎ Identify gaps in capacity and deliver trainings to build staff capacity in gender integration, SGBV, and protection within the respective sub-offices.
∎ Representation
∎ Represent the organisation and proactively network at key forums/events in order to build contribute to the creation and maintenance of a positive image and the overall credibility of CO through visibility of its work and build a good network of key contacts amongst relevant stakeholders.
∎ Participate in inter-NGO coordination meetings, cluster meetings, meetings with government departments at national and provincial levels, and any other relevant institutions.
∎ Liaise with officials in the government, donors, UN agencies, NGOs, and the media, in order to maintain a close and positive working relationship between CO and these institutions, and ensure the visibility of CO’s work.
∎ In the absence of the CD and when required, assume the role of Acting CD.
∎ Other
∎ Maintain up-to-date knowledge of effective Programme Management and Implementation approaches, and consistently apply these in the performance of the role.
∎ Proactively promote and implement equality of opportunities and diversity across CO, and initiatives to improve staff wellbeing.
∎ Maintain and store all records in line with CO document management and IT policies.
∎ Comply with all policies, procedures, legal and regulatory requirements.
∎ Champion our values of compassion, empowerment, justice for all and accountability when performing your work.
∎ Any other duties commensurate with the accountabilities of the post.
Additional Requirements:
∎ Minimum of eight years’ working experience in the sector, including experience in project management and developing and implementing policies and procedures on gender integration.
∎ Substantial (over 5 years) experience of addressing gender inequality and gender based violence in multiple contexts.
∎ Proven track record of delivering humanitarian and developments (education, livelihoods and healthcare) projects.
∎ Familiarity with key international standards for humanitarian work (e.g. SPHERE, CHS Principles, PSEA IASC Gender with Age Marker).
∎ IT literate with demonstrable knowledge of Microsoft Outlook, Word, Excel and PowerPoint.
∎ Strong verbal and written communication skills in English.
∎ Outstanding interpersonal skills, particularly when working with multi-cultural teams.
∎ Ability to multi-task effectively to meet tight deadlines and produce results in a high pressure environment.
∎ Good problem-solving skills and the ability to effectively deal with conflict.
∎ Ability to work with minimal supervision on your own initiative as well as part of a multi-cultural and diverse team.
∎ Ability to adapt and work comfortably in culturally diverse environments.
∎ Willingness and availability to travel to remote programmatic sites within the country.
∎ Flexibility and willingness to work in the evenings and weekends when required.
