∎ At least 10 year(s)
Job Responsibilities:
∎ Development and implementation of procurement strategy while maintaining Annual Procurement Budget.
∎ Managing the Bank's procurement team across all categories.
∎ Creation and management of short, mid, and long term goals and objectives for procurement function.
∎ Liaise with the asset manager and core finance team to manage inventory operations and track inbound delivery of procurement.
∎ Standardize or streamline processes and formats based on Procurement Policy.
∎ Leading all procurement initiatives of the Bank from sourcing to tendering, bidding, negotiation, contracting and finally risk mapping for appropriate vendor management .
∎ Reducing purchase lead time for standard products and ensuring Bank's interests are best protected.
∎ Acting as the escalation point for all vendor management issues.
∎ Manage all Service and Product contracts to bring improvements in products, scale ability, risk management capability, Health, Safety & environmental (HSE) & regulatory compliance etc.
∎ Ensuring accurate demand forecasting and constant monitoring of suppliers' backward linkage.
∎ Managing stakeholder relationships and also provide professional procurement advice to all stakeholders. In particular, the identification of stakeholders' requirements, market analysis, risk management, change control procedures, contract management and post contract review; undertake various spend analysis, identify and lead cost saving opportunities.
∎ Managing Bank's enterprise resource planning (ERP) tools.
∎ Ensuring Bank is free from procurement related commercial, legal & ethical risk through risk identification, correct mapping, escalation and closure with support from Legal team.
∎ Experience with modern sourcing and procurement systems and ensure that all relevant staff in the Bank is advised appropriately.
Additional Requirements:
∎ Candidate with supply chain management certifications will be given preference will be given preference.
∎ Excellent communication skill is required.
∎ Experience of local and foreign vendor management.
∎ Strong negotiation skills for large commercial deals.
∎ Strategic mindset and problem-solving skills.
∎ Management skills and self-awareness to take varying approaches with a dynamic set of stakeholders.
∎ Analytical mindset, but also creativity to seek, encourage and find non-traditional approaches that have historically "boxed-in" procurement.
