Job Context:
∎ For the team of our `Supporting Host and Rohingya Communities in Bangladesh` (SHRCB), we seek applications for the position of "Finance and Administration Officer"
∎ Job Location: Cox`s Bazar with visits to Teknaf and Ukhya
∎ Contract Duration: 1 year (possibility of extension subject to availability of funds)
∎ Possible Contract Starting Date: March 2020

∎ Project Background:
∎ As part of German Technical Cooperation, a project entitled `Supporting Host and Rohingya Communities` (SHRC) has started in 2019. The project aims to contribute to peaceful co-existence and conflict resolution between host communities and displaced Rohingya and to the efforts of the Bangladesh Governments to improve living conditions of the affected host communities. To achieve its goal, the project will cooperate with various governmental and non-governmental partners, as well as with local authorities at the center of the Rohingya community crisis in Cox`s Bazar/Bangladesh. The implementing partner is the Ministry of Disaster Management and Relief (MoDMR).
Job Responsibilities:
∎ The Finance and Administration Officer will cover the areas of responsibility of Administration, Finance and Security.
∎ A. Responsibilities:
∎ Ensure proper financial and administrative management according to GIZ rules and regulations
∎ Ensure close communication and follow up with service providers and local subsidy grantee e.g. CNRS on GIZ's rules and regulations
∎ Ensure all running service provider contracts are finalized within the agreed time frame and that finalization of contracts
∎ Assist local subsidy grantee on proper financial and administrative management according GIZ's rules and regulations in order to ensure finalization of subsidy in agreed timeframe
∎ Within this context, the Finance and Administration Officer fulfils the following tasks:
∎ B. Task:
∎ Administration:
∎ Coordinating of all administrative and logistic arrangements of project activities in the Cox's Bazar office (meetings, seminars, trainings, workshops etc.)
∎ Coordinating and cooperates with the partner organisations / beneficiaries
∎ Maintaining inventory records
∎ Vehicle management such as movement register, calculation of monthly fuel consumption, supervision of repair and maintenance
∎ Monitors availability of supplies and performs procurement-related activities up to the specified guideline amount
∎ Receiving government letters and maintains register
∎ Reporting of all problems involving finance and regulations to the Programme Operations Support Professional.
∎ Finances and Accounting:
∎ Assists in the financially sound implementation and finalisation of the local subsidy contract
∎ Ensures timely availability of funds for project activities and NGOs
∎ Assists in monitoring fund expenditure in accordance with the budget (cost type and cost category) for all NGOs
∎ Reviews and certifies the partner NGOs' financial documents in line with the budget and gives recommendations for final voucher preparation and possible reimbursement
∎ Controls and supervises monthly accounting and financial planning of the Cox's Bazar office
∎ Management of financial administration, such as recording of cash book, bank book, receipts preparation and registration
∎ Collecting and preparing proper receipts
∎ Producing daily and monthly Cash Stock (denomination) for checking of the cash, bank book
∎ Maintaining the filing for Financial Section confidentially
∎ Operating petty cash including maintaining cash book, monitor the daily cash flow record and the level of liquidity
∎ Arranging and executing monthly payments for newspapers, telephone, mobile phone, e-mail, internet, staffs and other fees and its administration
∎ Travel Management:
∎ Calculates travel claims and reimburses accordingly
∎ Manages domestic travel of all project personnel
∎ Organizes transportation (air, road, water), accommodation of visitors to the project.
∎ Other Duties/Additional Tasks:
∎ Immediately reports all problems involving finance and regulations
∎ Assists in and/or carries out other project activities and other tasks as assigned by the Programme Operations Support Professional
∎ Deputize the Project Operations Support Professional during his absence
Additional Requirements:
∎ 2-3 years of relevant work experience
∎ Good understanding of GIZs' rules and regulations regarding financial and administrative management
∎ Experience to work in Cox's Bazar region, especially within the Rohingya support context and with relevant government and international entities is highly desirable
∎ Experience in working with local vendors and contractors in Cox's Bazar.
∎ Familiarity with GIZ's SRM in Bangladesh
∎ Experience in working with NGOs and implementing local subsidies.
∎ Experience in follow-up of proper implementation of GIZ's rules and regulation along the implementation chain, i.e. sub-contractors for local subsidy grantees
∎ Other knowledge, requirements and additional competences
∎
∎ Readiness to travel at short notice and to work in the project areas, even in challenging environments, subject to the strict guidance and clearance from the security and risk management (SRM) advisory from GIZ Bangladesh
∎ Ability to cope up with changing work modalities including remote management of implementing partners and other key stakeholders
∎ Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
∎ Proven negotiation skills with internal and external audiences including in complex and stressful circumstances.
∎ Must be a strong team player, organized and efficient.
