- Proficiency in Auto-CAD 2D, Microsoft Office such as Word, Excel, Power point.
- Working experience with Disaster Risk Reduction (DRR) field in NGOs will get priority.
- Previous work with USAID/BHA funded projects will be treated as special competencies for this position.
- Having knowledge on hazards and shocks in the contexts on Chittagong Hill Tracts (CHT) of Bangladesh.
- Proficiency in local ethnic languages will be considered as additional value and skills.
- Evidence of having undertaken similar assignments.
- Ability to travel extensively to working locations and willing to stay at field.
- Ability to produce authentic financial reports.
- Able to drive Motor Cycle and have valid driving license or in process.
Responsibilities & Context: Humanitarian Foundation (HF) is an NGO. It is based in Bandarban Hill District. Since inception, HF has been working to bring a sustainable positive change in the life of the impoverished through undertaking different types of community development projects and programs in Bandarban hill district with funding support from national and international donor organizations. Currently, HF is implementing “Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh project” in Bandarban sadar upazila under the financial auspices of Caritas Bangladesh. HF is looking for suitable candidates for immediate appointment to Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh project. 5. Project: Supporting end-to-end Landslide Early Warning and Anticipatory Action in Bangladesh Project (LEWS-DRR)
6. Accountability: S/he will perform assigned responsibilities in coordination with Upazila and Union level staff members, Upazila DRR Officer, Finance and Admin Assistant, MEAL Assistant and other staff including Project team members based in Project Office, Bandarban and mainly accountable to the Upazila Coordinator for all duties and responsibilities.

9.1: Internal:
Upazila and Union level all staff members of the project such as Upazila Coordinator, Finance and Admin Assistant, DRR Officer, MEAL Assistant, and Community Organizer including other field level colleagues; Executive Director of organization and his senior team members of Head Quarter.
9.2: External:
At Caritas level: Project Manager, DRR Specialist, MEAL Specialist, ICT/GIS Officer, Gender, Protection & Inclusion Officer, Finance & Admin Officer of Project Office and Caritas Regional and Central Office team member who are assigned for the project.
At CRS level: Program Manager- LEWS; Senior Project Officer (DRR) and Senior Project Officer- GESI and Protection of Bandarban Office; CRS MEAL Manager assigned for the project from Dhaka/CXB.
At GoB & other levels: Project Implementing Officer of Upazila Government Office and WARD to Upazila level Disaster Management Committees including local NGOs as well as partner Offices of the project.
10. Job Summary: The Field Engineer will be based at Upazila level and support in all aspects implementation of land stabilization/ mitigation works for Cash for Work (CFW)/For Work. S/he will be responsible for implementation of CfW schemes/For Work and installation of rain gauge stations at field level in accordance with the design, specification and plan ensuring desired quality, monitoring, technical assessment, follow up.
11. Responsibilities:
- 11.1: Main Responsibilities:
- Upazila level key responsible person for design, implement, monitoring and ensure quality of Cash for Work (CfW)/For Work especially for land stabilization, vegetation/plantation, wall retention align with project design to mitigate land slide risks of working area.
- Submit CFW/For work proposal using prescribe template with all necessary cost estimation and design to the Upazila Coordinator and respective authority.
- Work with team for prior NOC requires from the respective landowner for any CFW/For Work activities. Prior approval requires from the respective Govt. line department for repairing/re-construction of any Government infrastructure.
- Provide technical support and accompany to field team for Participant Selection Process for CFW/For Work activities.
- Ensure all the activities complete in due time ensuring quality of materials and work. Ensure quantity & quality of work as per disburse amount & HH level action plan.
- Work closely with support project team, particularly Logistics and to ensure efficient project implementation and accurate budget planning.
- Conduct technical assessment and prepare bill of quantity for cash for work schemes.
- Ensure that the CFW scheme is accountable to beneficiaries through promoting their participation, providing them scheme information and ensuring that beneficiary feedback is used effectively to adapt the scheme implementation through the project team.
- Collect and preserve required No Objection Certificate (NOCs) from concerned authorities.
- Support MEAL Assistant and Finance and Admin Assistant to ensure appropriate and unbiased routine monitoring of the project.
- Take responsibility for tracking and financial expenditures for technical activities under Shelter and cash for work on assigned responsibilities.
- Support to Upazila and Project Office for effective partner/donor visit by Caritas/CRS/BHA/USAID official.
- 11.2: Other Responsibilities
- You are to single mindedly promote the best interest of the organization during performing your official job responsibility.
- You should not regard yourself as the owner of the equipment/assets provided by the organization but rather as caretaker/steward and thus you should properly maintain and take care of the assets provided for performing your job responsibilities.
- You must have the readiness to work in any emergency program as deemed necessary by the Organization.

- You will have to respect to the poor and vulnerable people and community, do no harm and respect to their dignity and not in serving the vested interest groups as a Caritas Bangladesh’s partner organization staff while sharing any content or post in the Social media and Internet.
- Maintain good team spirit among all other team members for creating a dynamic team and also maintain professional line functions relationship with other staff members in the organizations.
- This JD is subject to change time to time based on the need as well as of the Organization and/or requirement of the project.
- Perform any other duties/responsibilities as assigned by the Upazila Coordinator and Executive Director.
Job Other Benifits: Salary: Consolidated 60,000 taka per month. Bonus as per organizational policy
