Skills Required: Additional Requirements: At least 4–6 years of progressive experience in accounts and finance, with a minimum of 3 years specifically in the NGO/development sector handling foreign grants and donor funds. This is a permanent position, not a contractual job.
Demonstrated experience in NGOAB compliance, including FD form submissions, project approvals, and audit coordination for foreign-funded projects is essential.
Experience with multiple international donors (e.g., UN agencies, USAID, EU, etc.) is highly desirable.
Responsibilities & Context: - Oversee the full cycle of foreign grant and donor fund management, including receipt, allocation, utilization, monitoring, and reporting in line with donor agreements, organizational policies, and government regulations.
- Ensure complete compliance with NGO Affairs Bureau (NGOAB) guidelines, including preparation and timely submission of FD forms, project proposals (FD-1/FD-2), progress reports (FD-4), audit reports (FD-6), and other required documentation for foreign-funded projects.
- Prepare accurate budgets, financial forecasts, monthly/quarterly/annual financial statements, and expenditure reports for grant-related activities.
- Track and monitor fund disbursements, expenditures, and variances, perform regular reconciliations of bank accounts, grant ledgers, and donor reports to ensure no discrepancies or fund misuse.
- Coordinate with program teams, external auditors, donors, and NGOAB officials for financial audits, compliance reviews, and inspections.
- Maintain comprehensive and organized records of all transactions related to foreign grants, including vouchers, invoices, receipts, bank statements, and supporting documents for audit trails.
- Assist in developing grant proposals, budgeting for new projects, and preparing donor-specific financial reports and NGOAB-required periodic submissions.
- Design, implement, and monitor internal financial controls, risk management strategies, and anti-fraud measures to safeguard donor funds.
- Conduct financial analysis, identify potential issues, and provide recommendations to senior management on efficient grant utilization and compliance matters.
- Stay abreast of updates in NGOAB regulations, Bangladesh tax laws (e.g., VAT, withholding tax on foreign funds), international accounting standards (IFRS/LAS), and donor-specific financial guidelines.
- Support overall organizational finance functions, including payroll, procurement compliance, and general accounting as needed.
- Perform any other tasks assigned by the Executive Director or management related to accounts, finance, and compliance.
