Job Context:

∎ Reporting To: Head of COVID Health Response

∎ Contract length: 6 Months (with possibility of extension subject to funding, program needs and performance of incumbent)
Job Responsibilities:
∎ Primary responsibilities
∎
∎ Conduct EH assessments in collaboration with DSRO/MEAL Coordinator and other sector Leads.
∎ Lead the maintenance of Triage and Isolation facilities, Water supply, excreta disposal and waste management facilities in the health facilities
∎ Train and supervise EH staff on protocols for overall water, hygiene, sanitation and waste management at the Triages and Isolation facilities.
∎ Ensure correct strict processes and protocols for overall water, hygiene, sanitation and waste management at the Triages and Isolation facilities.
∎ Ensure all WASH facilities in the Isolation facilities meet standards; making recommendations on upgrading facilities as needed.
∎ Oversee procurement of EH services and supplies and ensure that all Construction contracts are managed in line with IRC standards.
∎ Train of auxiliary national staff such EH Officers, EH Assistants, Hygienists, Cleaners, laundry staff etc.
∎ Establish a functional water treatment and water quality monitoring system in every IRC supported Isolation facility.
∎ Implement and provide oversight for strict protocols for infection prevention and control and waste management.
∎ Provide capacity building to hygienists and waste attendants at Triages and Isolation facilities on infection prevention and control, including waste management.
∎ This position will enter the red zone of the Triages and Isolation facilities.
∎ Staff Supervision & Development:

∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
∎ Provide support to EH Officers for work plans, work and vacation-resting schedules, and staff training/development activities.
∎ Grant Monitoring & Reporting:
∎
∎ Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
∎ Ensure regular field monitoring and modifications as required.
∎ Other:
∎
∎ Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Head of COVID Response/Senior Safety and Security Coordinator and IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.
Additional Requirements:
∎ Qualified Engineer or Public Health Specialist with experience in designing health and WASH infrastructure in emergencies.
∎ Excellent understanding of EH issues in emergency situations and knowledge of humanitarian standards (SPHERE).
∎ Strong leadership, management, planning, analytical, interpersonal, and communication skills;
∎ Ability to live and work in stressful environment.
∎ Excellent initiator and able to manage multiple tasks.
∎ Able to work under pressure and good at timely decision making.
∎ Competent in Microsoft Office, Word and Excel and engineering design software (AutoCAD, ArchiCAD, Epanet etc.).
∎ Knowledge and/or experience in conflict management, protection, or other related field.
∎ Excellent professional approach and strong team building skills.
