Job Responsibilities:
∎ Programming:
∎
∎ Lead on development of IRC Bangladesh's multi sector multi hazard Emergency Preparedness Planning (EPP) covering contingency planning with clear early warning indicators to ensure early action and response;
∎ Monitor and stay up to date on context-specific factors and risk analysis informing and/or impacting IRC planning and implementation, e.g. early warning data other actor mapping, and make recommendations to SMT and program teams accordingly;
∎ Lead establishment of an internal Country Emergency Team (CET) and their capacity building;
∎ Driving the implementation and further development of EPP with coordinated and efficient approaches; building and maintaining on board and capacity; and liaising with SMT and Regional/HQ Emergency Unit regarding progress and ongoing support needs;
∎ Support sector teams to ensure that all program have an inbuilt risk analysis and mechanisms to adapt to a change in context, with crisis modifiers;
∎ Ensure robust internal and sectoral preparedness capacity to support communities, to respond to future shocks, and to integrate preparedness, risk reduction and early action into all phases of the program
∎ Jointly work with IRC's senior manager (safety, security and access) to ensure establishment and effective implementation of staff safety measures during natural disasters (e.g. floods, cyclone, landslide etc.);
∎ Coordinate the design and delivery of IRC emergency response strategy and interventions in response to e.g. displacement to due to conflict or natural disasters, disease outbreak, and other emergencies as they arise and based on needs;
∎ Initiate, and as necessary lead, needs assessments and data collection to feed into response design; Support field teams where needed to develop/refine tools for, and/or conduct and compile information from, rapid assessments;
∎ Assess and collaborate to take advantage of opportunities for integrating preparedness, cash, and DRR components into new and ongoing programs;
∎ Jointly work with Grants and Finance departments in the development of budgets and proposals for emergency preparedness and response interventions, coordinating with other technical leads/specialist on project design and proposal development inputs;
∎ Provide leadership during rapid onset emergency response start-up;
∎ Oversee the implementation of emergency response projects and preparedness/DRR components across programs, ensuring timely procurement, spending, and implementation plans and that overall stated goals and objectives are tracked and met;
∎ Monitor and manage program spending and serve as budget manager for emergency response grants;
∎ Work closely with M&E unit to ensure data collection and monitoring tools are aligned with and responsive to emergency program M&E frameworks, core indicators, and inclusive of the particular needs of vulnerable groups;
∎ Ensure compliance with IRC policy, procedures and practices throughout preparedness and emergency response activities, including adherence to Do No Harm principles.
∎ Coordination and Representation:

∎ In collaboration with technical and field coordinators and security focal points, closely monitor and communicate with key staff as needed on new or anticipated developments in population movements, security context, accessibility constraints, and natural or environmental phenomena;
∎ Liaise with and support operational functions in their roles in effectively crafting and delivering preparedness and response, particularly on prepositioning, and timely procurement;
∎ Represent IRC at relevant national and sub-national level forums (e.g. cluster, working groups, and other coordination meetings; launches and briefings) providing feedback, analysis and recommendations to the senior management team;
∎ Find opportunities for and take forward concrete actions toward improving coordination with other NGOs, identification of National NGOs and CBOs and their capacity strengthening activities for potential collaboration in future emergencies;
∎ As needed, facilitate donor and HQ visits to the program sites.

∎ As required, compile or supply to the writing of assessment and project reports;
∎ Compile and disseminate any data, reports, briefings, etc. (IRC's or other agencies') relevant to IRC preparedness and response activities in a timely manner;
∎ Contribute to the design and development of program briefing materials, and provide timely, quality inputs to information requests from IRC regional and HQ management and donors;
∎ Lead the compiling and writing of periodic situation reports.
Additional Requirements:
∎ At least 7 years of relevant work experience;
∎ At least 3 years of work experience a similar role within international humanitarian/emergency contexts;
∎ Experience with cash programming is a plus;
∎ Excellent technical skills on EPRC disaster Risk reduction;
∎ Consistent track record of managing multi sector emergency response and recovery program;
∎ Deep understanding of GoB relevant policies and procedures and experience of humanitarian / DRR advocacy work;
∎ Excellent skills of external representation and coordination;
∎ Excellent inter-personal and problem analytical skills and proven ability to negotiate with a wide range of people (internally and externally);
∎ High energy, and able to effectively prioritize and execute tasks in a high-pressure environment.
∎ Familiarity with major donor rules and regulations (e.g. DFID, UNFPA/UNHCR/UNOCHA, ECHO, USAID/DFID);
∎ Ambitious, honest, highly responsible, and punctual;
∎ Ability to work both independently and as part of a team;
∎ Expertise in MS office;
∎ Excellent command over English and Bangla language;
∎ Cultural and gender sensitivity, adaptability, willingness to travel.
