Job Responsibilities:
∎ Emergency health Coordination:
∎ Co-chair the Health Emergency Preparedness and Response Taskforce to coordinate emergency health related interagency working groups, forums, networks and initiatives
∎ Lead on country specific emergency preparedness in relation to primary and reproductive health across all health partners
∎ Facilitate or support in the facilitation of TWGs such as the MMT, Field Hospital TWG, Emergency Referrals, while promoting the involvement and leadership of all stakeholders
∎ He/she will also lead on capacity need assessments followed by capacity development plans and coordinate / facilitate relevant training to partners, national authorities, civil society or other humanitarian partners involved in the emergency health response, in order to strengthen their capacity
∎ Technical Oversight:
∎ Provides technical advice and support for the Dispatch and Referral Unit (DRU), maintaining an overview on health facility capacity, minimum standards for emergency referrals, Mobile Medical Team quantity and quality. He/she assists the Health Sector in maintaining consistent benchmarks and data to track progress and performance regarding the emergency health response
∎ Ensure partnerships are built with local organization and build capacity of the partners
∎ Coordinate the emergency medical response expertise of various partners including the national and district government, health agencies, and other sectors such as the Water and Sanitation (WASH) or Logistics Sector, among other while maintains a global overview between all parties, encouraging a consistent and coordinated response
∎ Define quality standards and ensure the standards are met and monitored frequently
∎ Ensure the provision of an effective and high quality integrated emergency medical response in relation to mass casualty, individual emergencies, level one incidents, etc.
∎ Work with the Sr. Health Manager to build capacity, mentor and coach emergency referral hub and DRU staff in emergency medical response, field trauma management, mass casualty incident management, emergency response, and other trainings as required
∎ Provide guidance to Emergency Health Response by promoting appropriate technical standards, relevant policy guidelines, and government regulations with regards to emergency medical response
∎ Strategy, Program Development and Fundraising:
∎ Under the leadership of the Health Coordinator, participate in the development of the strategy for the Health Sector
∎ Prepare emergency health preparedness and response plan
∎ Participate in country level Emergency preparedness process under guidance from the Emergency Preparedness and response Coordinator
∎ Participate in proposal development and fundraising for emergency health, ensuring that activities are adequately funded
∎ Coordinate with other IRC sectors (i.e. Women protection and empowerment, child protection, protection and rule of law, education) to provide relevant input and support enhancing IRC health program in Bangladesh
∎ Advance partnership model and ensure increased delivery of IRC work through partners
∎ Keep abreast of new funding opportunities and raise funding to meet IRC ambition for the emergency health sector
∎ Coordination, Representation and Advocacy:
∎ In coordination with the health Coordinator, actively develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
∎ Ensure IRC is profiled as a leader in emergency health coordination and response
∎ Enthusiastically build strong working alliances with other international and national actors/organizations working health sector programming and advocacy
∎ Working with the Policy Advisor, develop policy papers based on evidence generated from emergency health data analysis
∎ Active representation in and coordination with health sector and sub sectors and government forums

Additional Requirements:
∎ Health professional with experience working in humanitarian settings
∎ At least 6 years’ relevant experience with the development and implementation of health programs in complex humanitarian and development settings including in Bangladesh
∎ 2-3 years’ experience in coordination roles in health related TWG/sector/cluster
∎ Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation
∎ Experience with situation analysis and health assessments
∎ Experience in capacity building and mentoring of staff
∎ Good understanding and experience of working / dealing with GoB’s health sector architecture in Bangladesh preferably in Rohingya crises
∎ Previous experience in supporting emergency operations centers or incident management systems in a public health emergency response
∎ Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively
∎ Excellent leadership, facilitation, coordination and networking skills
∎ Excellent database, data management and data analysis skills
∎ Excellent analytical skills, and demonstrated ability to handle pressure and improve
∎ Strong communication skills in English and Bengali both written and verbal
