Essential: Diploma in Engineering (Electricity/Electronic)

Experience: Essential: Minimum 4 years’ experience in the electrical field.

Language:

Essential: Fluency in both English and Bangla.

Preferable: Proficiency in using office tools and software, including Excel, Word, and Outlook

Responsibilities & Context:

Accountabilities:

Ensuring all electrical installations in MSF facilities comply with MSF standards and performing autonomously and ensuring, all necessary complex / advanced electrical installations, Maintenance and repairs, according to the supervisor’s instructions. This includes the following tasks :

• Carrying out critical rehabilitation tasks and corrective maintenance interventions and the coordination and execution of required tasks as well as installation of needed electrical equipment as defined by each project. Elaborating the necessary documentation for carrying out energy installations projects (plans, list of materials, etc.)

• Carrying out and updating the electrical installations inventory in MSF missions’ facilities and performing annual maintenance procedures and safety checks across facilities in the project. Executing any needed tests after any repair or maintenance.

• Identifying local technical actors, and organizing their participation in the project (training of technical staff, establishing relations with local companies, contractors and suppliers, quotations, contracts, etc.)

• Making suggestions regarding any repair or maintenance work needed in MSF electrical installations and equipment and assisting logistics department with any urgent support/advice or any relative work needed

• Managing the stock of consumable items related to electrical installation, repairs and maintenance, filling in the stock cards, carrying out physical stock inventories, executing orders necessary for renewing stock, avoiding any shortage

• Responsible for the equipment and tools (including extinguishers), checking they are correctly and safely used, maintaining and renewing them when necessary and keeping the inventory updated.

• Keeping working area clean and tidy.

• Ensuring that all record sheets and books related to maintenance are always completed and prepares needed reports before and after any repair or required maintenance.

MSF Section/Context Specific Accountabilities:

• Demonstrate strong skills in using computer applications, including Excel, Word, and drawing software. Ability to create, edit, and maintain electrical diagrams and technical drawings.

• Prepare detailed energy visit reports with clarity and accuracy. Ability to document site observations, energy consumption data, and proposed improvements in a structured format.

• Lead and coordinate electrical project planning, including estimating costs, timeframes, and resources. Oversee project execution, ensuring timely completion and adherence to specifications and safety standards.

• Respond promptly and efficiently to emergency electrical issues. Manage high-priority workloads and projects while ensuring minimal disruption to operations.

• Supervise and coordinate a team of maintenance agents. Assign tasks, ensure adherence to maintenance schedules, and provide guidance on troubleshooting and repair procedures.

• Serve as a liaison between the field operations and the HQ energy team. Communicate updates, report issues, and provide feedback when required to maintain smooth operations.

Electricity

• Independently assess and analyze the safety and protection measures of all types of facilities, ensuring service continuity across various systems, regardless of complexity.

• Provide expert technical recommendations to improve system performance, safety, and efficiency. Make informed decisions on upgrades or repairs needed for optimal functioning.

• Capable of repairing, altering, or replacing defective components in complex electrical systems (e.g., three-phase systems) with minimal supervision, ensuring that all fixes meet required standards.

• Take responsibility for organizing and overseeing the maintenance of large-scale infrastructures. This includes establishing and managing a maintenance workshop, ensuring smooth operations and timely follow-ups on all scheduled and corrective maintenance tasks.

• Perform tasks autonomously with little to no supervision required, consistently delivering high-quality results and adhering to safety and performance standards.

Safety

• Learn and explain the safety principles of MSF (Médecins Sans Frontières) under supervision, ensuring you understand their importance and application in daily work.

• Assist in applying electrical safety plans at the project level, under the guidance of a supervisor. Help inform MSF personnel about basic electrical safety.

• Develop a good understanding of electrical safety procedures related to contingency plans. Support the implementation of these procedures when needed, with supervision and guidance.
