Job Context:
∎ The Deputy Program Officer - Skills Development will play a crucial role in the implementation of the USAID`s Bangladesh Integrated Youth Activity (BIYA) Project at UCEP Bangladesh. The officer will provide guidance to field staff for effective program implementation and achieving project targets related to TVET (Technical and Vocational Education and Training) and skills development. The officer will monitor program progress, manage risks, develop exception plans when necessary, and contribute to the review and preparation of training program materials. Additionally, the officer will supervise and monitor the skills development training program, provide feedback to improve program quality, and support capacity development initiatives for staff development programs.

Job Responsibilities:
∎ Program Implementation and Monitoring:
∎ Provide necessary guidance and support to field staff for the effective implementation of TVET and skills development programs.
∎ Monitor program progress, track performance against targets, and identify areas of concern or improvement.
∎ Manage risks and challenges that arise during program implementation, developing exception plans when necessary.
∎ Collaborate with the project team to review and prepare training program materials, ensuring their quality and relevance.
∎ Program Monitoring and Supervision:
∎ Monitor and supervise the skills development training program, ensuring adherence to project guidelines and quality standards.
∎ Conduct regular site visits to assess program implementation, provide technical support, and address any issues or challenges.
∎ Prepare monitoring reports and share them with project management, highlighting achievements, challenges, and recommendations for improvement.
∎ Program Quality Improvement:
∎ Provide feedback and recommendations to the Regional Management, Head of TVET Institute, and other relevant personnel to enhance program quality.
∎ Support in the planning, coordination, and implementation of capacity development initiatives for staff involved in skills development programs.
∎ Identify areas for program improvement, propose strategies, and contribute to the development and implementation of action plans.
∎ Collaboration and Coordination:
∎ Collaborate with internal teams, stakeholders, and partners to ensure effective coordination and integration of skills development programs within the broader project framework.
∎ Liaise with external stakeholders, including industry representatives, employers, and government agencies, to strengthen partnerships and foster collaboration.
∎ Support in the coordination of workshops, training sessions, and other capacity-building initiatives for program staff and beneficiaries.
∎ Reporting and Documentation:
∎ Prepare regular reports on program activities, outcomes, and progress towards targets.
∎ Ensure accurate and timely documentation of program-related information, including reports, data, and relevant correspondence.
∎ Contribute to the preparation of project reports and deliverables as required by the project management and donor.
∎ Support the UCEP program to carry out the project output with collaboration with other components.
∎ Other duties as assigned.
Additional Requirements:
∎ Age at most 40 years
∎ At least 04 (four) years proven experience in program management, preferably in TVET and skills development projects.
∎ Sound knowledge of TVET systems, skills development methodologies, and best practices.
∎ Strong monitoring and evaluation skills, with the ability to track progress and identify areas for improvement.
∎ Excellent organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
∎ Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
∎ Familiarity with capacity development approaches and experience in implementing staff development programs.
∎ Proficiency in data analysis and reporting, using relevant software and tools.
∎ Strong proficiency in MS-Word, Excel, and PowerPoint.
∎ CBT&A Level - IV or Level - V certification would be added advantage.
∎ Fluency in English and Bangla languages.
∎ Age limit for the applicant would be 40 years. Management has the right to make exceptions based on qualifications.
