Job Context:
∎ Project Background: In Bangladesh, land scarcity, agricultural intensification, and rapid population growth are major issues related to food security. Pests and diseases cause nearly 50 percent crop losses. The Pest Management Activity project, an associate award funded by the USAID mission in Bangladesh, will operate for three years from October 1, 2020. It will address managing current and emerging pest and disease threats of crops, human and institutional capacity building in Bangladesh, and developing and scaling up of IPM packages for rice, maize, wheat, mango, pineapple, vegetable and pulse crops. Collaboration in-country with CIMMYT, FAO, value chains, and local institutions and agencies is required.
∎ Job Summary: Reporting to the Country Program Manager (CPM), the Deputy Program Manager (DPM) will provide technical implementation of project activities according to an annual workplan; collaborate with CIMMYT, FAO, the private and public sector, and other partners; assist CPM in organization and conducting technical workshops/meetings/conferences; facilitate meetings with government officials; manage day to day activities of field teams; and provide leadership in technical areas of project scaling up and implementation. The DPM will manage relationships with key stakeholders, provide direct advisory to CPM, and participate in preparation and reporting of monthly, quarterly, and annual reports. S/he will be expected to interact regularly with the project team, USAID mission staff, government officials, and other local stakeholders.

Job Responsibilities:
∎ Work closely with CPM and implement project objectives in a technically sound manner.
∎ Collaborate with CIMMYT, FAO, government institutions, value chain projects, and private sector.
∎ Develop and maintain close working relationship with key personnel in government institutions, USAID implementing partners, and the private sector.
∎ Supervise project personnel to ensure the strategic and functional integration of all technical areas.
∎ Assist CPM in preparation and submission of workplans, monthly reports, quarterly reports, annual reports and other reports requested by AOR.
∎ Organize technical workshops/meetings/conferences/webinars as needed.
∎ Represent Pest Management Activity in the relevant meetings of Bangladesh government and USAID.
∎ Implement field surveys, experiments, collect and analyze data.
∎ Interact with media and promote visibility of Pest Management Activity.
∎ Facilitate production of print and electronic media publications of the project.
∎ Monitor, identify, and initiate or stimulate producing scientific and/or popular publications collaboratively.

Additional Requirements:
∎ Master's degree in Entomology, Plant Pathology, Crop Protection, or a related field.
∎ Seven years' experience in the field.
∎ A clear understanding of pest and diseases of crops in Bangladesh.
∎ Understanding of Integrated Pest Management.
∎ Experience in writing reports.
∎ Knowledge of plant quarantine and pesticide regulations of Bangladesh.
∎ Demonstrated outstanding leadership, strategic thinking, and organizational, team-building, and representation skills.
∎ Proven ability to conceptualize and lead the implementation of complex institutional relations and interactions among a variety of entities.
∎ Strong project management and analytical skills as evidenced by leading roles on engagements of significant scale.
∎ Proven ability to function effectively with donor-funded cooperating agencies, contractors, and host-country and government officials.
∎ Fluency in English and Bengali.
∎ Preferred Qualifications and Skills: PhD degree in Entomology, Plant Pathology, Crop Protection, or a related field, proven record of scientific publications.
